ludf * *groat * He submitted his reply to the charge sheet on 05.03.2013, wherein he contended that
the accident occurred on 19.11.2011 during farewell party of Smt. Usha, Drawing Teacher
is shameful. However, students were never asked by any of the teacher to use characters.
Moreover, these students were absent from school on that day, immediately after the
accident they were taken into hospital and were well treated. The parents of the effected
students as well as Gram Panchayat and resident SMC has given in writing that school
Administration not at fault in this case.
From the face of the record, put up before the undersigned, reply to the chargesheet
made by Sh. Anil Kumar, show that there is no intentional lapse on part of the delinquent
and his explanation seems to be satisfactory, hence, charge sheet issued to him vide order
No. 5/13-2013 HRG-I (1) dated 31.01.2013 is dropped, however, he is advised to be more
careful in future so as to avoid such unavoidable situation.

The above sanction is subject to fulfillment of following conditions:The grant for recognition is Class not extendable and does not in any way imply any
obligation to recognize/affiliate beyond Class V.
The school shall by the provisions of Right of Children to Free and
Compulsory Education Act. 2009 and the Haryana State Right of Children to Free
and Compulsory Education Rules 2011.
The school shall admit in class I, to the extent of 25 % of the
Strength of that class. Children belonging to weaker section and
disadvantaged group in the neighborhood and provide free and compulsory
elementary education till its completion :
Provided, that in case of pre primary classes also, this norm shall be followed.
For the children referred to in paragraph 3, the school shall be reimbursed as per
sub section (2) of section 12. To receive such reimbursements school shall provide a
separate bank account.
The school shall not collect any capitation fee and subject the child or his or her
parents or guardians to any screening procedure.
The school shall not deny admission to any child for lack of age proof If such
admission is sought subsequent to the extended period specified for
admission, the same shall not be denied and the child shall not be
discriminated on the ground of religion, caste or race, place of birth or any
of them.
The school shall ensure that :no child admitted shall be held back in any class or expelled from school till

the completion of elementary education in a school;
no child shall be subjected to physical punishment or mental harassment;
no child is required to pass any board examination till the completion of
elementary education.

laid down under rule 22;
inclusion of students with disabilities /special needs as per provision of the

the teachers are recruited with minimum qualifications as laid under section
(vi)
23(1) of the Act. Provided further that the current teachers who, at the
commencement of this Act do not posses minimum qualifications shall
acquire such minimum qualification within a period of 5 years;
the teacher performs its duties specified under section 24(1) of the Act; and
the teachers shall not engage himself or herself for private teaching activities.
The school shall follow the syllabus on the basis of curriculum laid
down by academic authority.
The school shall enroll students proportionate to the facilities
available in the school as prescribed 19.
The school shall maintain the standards and norms of the school as
specified in section 19 of the Act. The facilities reported at the time

The accounts should be audited and certified by a Chartered Accountant and
proper accounts statements should be prepared as per rules. A copy each of

In exercise of powers conferred under Rule 29(3) read with Rule 3 of Haryana School
Rules-2003 Education Department, Haryana permission is hereby granted to establish a new
proposed school on the terms and conditions mentioned below:The Proposed School shall have the required infrastructure regarding land and Building i.e.
number & size of class rooms with veranda and other rooms for Head of
Institution/Office, Library,Laboratory, Stairs, Ramp and Toilets etc. as per Rule 30.
The Management of the school shall have to apply for permanent recognition within the
stipulated time in the prescribed form-liwith documents as perrule 31.
The Management shall not make admission beyond Class-DI before the sanction of its
recognition or in its anticipation.
The letter of permission is based on the undertaking given by the applicant as per details
given monies& Any violation of the undertaking automatically nullifies the permission.
This permission is further subject to 'No Objection certificate' from the 'Competent
Authority' regarding the land use of the proposed site.
This is only a formal permission to establish a New School or Start Classes and does not enable
your school to get recognition automatically for which physical verification of infrastructure and
records in this respect shall be made by District Inspection Committee.
* The managing committee shall abide by the provisions of Haryana School Education Rules 2003
(amended) & R.T.E. Ruch 2011 and amendments it any thereafter. The Managing shall be liable for
disciplinary action in case of violation of any provisions of the rules.

TERMS & CONDITIONS:Their appointment is against a purely temporary post which is liable to be
abolished at any time and position no promise of subsequent permanent
employment. No offer of permanent vacancy can be made them at present
in this respect, they will have to take their claims like others who have
been recruited similarly Their services can be terminated without any

If at any stage they desire to resign their posts they will be required
to give one month's notice or forfeit in lieu thereof, their salary
including allowances for one months or for the period by which the
notice is short of one month. Such a notice will be given to them by
the Directorate also in as it is proposed to terminate their services
for the reason other than that mentioned in clause (I) above.
They will be required to take the prescribed oath of allegiance to the
constitution of India
In case they are married, they will produce the following certificate to
his/her Head of office:- "That he/she is not having more than one living
spouse."
In case they are unmarried, they shall have to furnish a declaration
to the effect that each of these will not have more than one living
spouse.
They will be required to pass a test in type writing in Hindi or
English at the speed of 25/30 words per minute respectively within a
year from the date of joining their duties otherwise they shall not be

passing the test they will be allowed increment from the date
following the day of test on which they pass without payment of
arrear of increments. Their date of increments will, however, not be
postponed on account of their failure to clear the test within the
prescribed period.
They will not undertake higher studies of any kind without prior
permission of the competent authority. Consequently, no leave of
any kind will be granted for the prosecution of higher studies.
They will be required to produce the original Educational documents
and Date of Birth Certificate.
They shall have to furnish fitness certificate from the Chief Medical
Officer as required under Rule 3.1 of Punjab CSR Vol-I Part-I before
joining their duties.
If they have not been vaccinated within last twelve months they
should have it done before reporting themselves for duty.
No TA/DA and joining time will be paid to them for joining this post.
They will remain on probation for a period of two years, from the
date of their appointment. The period of probation can be extended
in accordance with the existing rule on the subject. For passing
their performance during the period of probation, their work conduct
will be taken into consideration, if their work and conduct during
this period is not found satisfactory their services will be terminated
without any notice.
Their appointment is subject to have passed Matriculation or its
equivalent examination with Hindi.
Their services will be governed by the Haryana Education
Department sub offices Ministerial (Group-C) Services Rules, 1983.
Their character and antecedents have not been got verified and in
case subsequently any adverse facts come to the notice of the State
Govt. regarding his character and antecedents, his services are liable
to be terminated.
Their services will be governed under the New Pension Scheme of the
Haryana Govt.

then the consequent upon the recommendation by HSSC the

The official will be relieved immediately and in any case with in 3 days failing which he/she will be
liable for disciplinary aciton, However if any official is working in Census duty, he/she shall not be
relieved till the Census duty is accomplished.
No TA/DA and joining time will be admissible to the official if he/she has been shifted on his/her
request after exercising option.
No male teacher below the age of 50 years be allowed to join in the girls schools.
If there is no vacancy in the destination school for any reason the incumbent transferred shall
re-join his/her previous place of posting and also inform to concerned branch/computer cell at
HQ.
If any discrepancy is noticed in this order or there is a violation of transfer policy, It should be
brought to the notice of Computer Cell/Concerned branch within three days and the order be not
implemented.
In case of mutual transfer, it is directed that before relieving/joining the officials concerned, it
may be ensured that the distance between both the schools is not less than 8 km.
In case of urban area stations while implementing the transfer orders, it may be ensured that the
transferee has completed the rural service as per transfer policy.
The mutual transfer would be effective only when both the employees seeking mutual transfer
