Dear Ms. Bose:
On November 17, 2015, the Director of the Office of Energy Projects issued a letter in
the above-referenced docket approving the request of Algonquin Gas Transmission, LLC
(“Algonquin”) to commence the Federal Energy Regulatory Commission’s (“Commission”) Prefiling Review Process of its proposed Access Northeast Project (“Project”). Algonquin hereby
submits supplemental information to assist Commission Staff, landowners, public officials and
other stakeholders in their review of the Project.
On May 31, 2016, Algonquin submitted draft Resource Report 13 in the captioned
docket, which included a discussion of LNG trucking facilities at the proposed Project LNG
liquefaction, storage, and vaporization facility in Acushnet, Massachusetts (“LNG Facility”).
Following discussions with interested stakeholders, Algonquin is proposing to remove the LNG
truck delivery services and related facilities from the LNG Facility design. Specifically, the
changes to the design include: (i) removal of the LNG truck loading bays; (ii) substantial
reduction in size, or removal, of the truck loop illustrated on the plot plan; (iii) related
modification of LNG process piping and associated pipe rack(s); and (iv) other related changes
to ancillary elements of the design to reflect removal of the LNG trucking facilities. These
changes will be reflected in the final Resource Report 13 and plot plans included with the
certificate application for the Project.
