NQF Ref 0952 Version 2 Page 1 of 7 National Certificate in Biosecurity (Border Quarantine) with strands in International Cargo Clearance, International Vessel Clearance, International Aircraft Clearance, and International Mail Clearance Level 5 Credits 120 - 135 Purpose This qualification is awarded to people who have demonstrated competence in the skills and knowledge of the inspection, evaluation, and clearance or otherwise of organic materials entering New Zealand through international airports or seaports, or through the international mail centre. The practice of those skills and knowledge involved is only achievable by people, employed as Quarantine Officers by the Ministry of Agriculture and Forestry, who are warranted to conduct such inspections. People holding this certificate are able to detect and identify risk goods and contaminants which pose a threat to New Zealand’s biosecurity, and to deal with the crew and passengers of aircraft and vessels and take appropriate action to prevent the importation of potentially harmful plants, animals and their products. The strands allow people to specialise in their particular area of work and interest. Special Notes Entry to the courses leading to this qualification is open. However, the Biosecurity Sector Advisory Group and the employing organisation recommend that people entering the qualification already hold a tertiary qualification in a related field. Award of NQF Qualifications Credit gained for a standard may be used only once to meet the requirements of this qualification. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in the Qualifications Authority Rules and Procedures publications available at www.nzqa.govt.nz/ncea/. Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (Id). Any version of a standard with the same Id may be used to meet qualification requirements that list the Id and/or that specify the past or current classification of the standard. Changes to structure and content • Unit standard 12349 has been removed from the compulsory core section. • The core elective has been removed. • The credit total has reduced from 150-165 to 120-135.
