continuing studies and prototyping of new techniques for integrating packet voice and
data transport. (1984 - 1986).
AT&T Bell Laboratories
"Exploratory Development: Waveform Coding". Developed an ADPCM algorithm for
coding speech and voiceband data signals for telephone network applications, including
multiple codings. This algorithm, particularly the quantizer portion, was incorporated into
the international standard for 32 kb/s telephone coding (ITU-T Rec. G.726, formerly
G.721 and G.723) that is currently used in virtually every digital cordless phone in the
world. (1981 - 1983).
AT&T Bell Laboratories
"Systems Engineering: Digital Interfaces for PBXs". Performed advanced planning and
coordination of pre-ISDN digital transmission and signaling interfaces for terminals and
network connections. Instrumental in the creation of a digital terminal protocol for PBXs
which combines voice, data, and signaling and which was incorporated into AT&T
products. (1978 - 1981).
AT&T Bell Laboratories
"Systems Engineering: PBX Systems". Developed an algorithm for shedding electrical
loads to minimize peak electrical demand charges paid to utilities, which was
incorporated into AT&T’s Dimension PBX products. Also developed a statistical
sampling procedure for testing transmission quality of PBX connections. (1977).
Other Activity
Research
1990-present: Assistant/Associate/Full Professor: University of Kansas
Digital signal processing for measuring and visualizing musical solo and duet pitches and for
analyzing EEG signals for epilepsy diagnosis. Involved in a variety of research related to the
performance of high-speed packet communication networks, especially those carrying a mix
of traffic types (voice/data/image/video/etc). Research topics include routing, scheduling and
Quality of Service (QoS) for wireless networks (Mobile Ad Hoc Networks (MANETs),
802.16 wireless networks, and multi-hop wireless networks), network architectures and
traffic/congestion controls for ATM networks (optimal priority packet discarding algorithms,
connection admission control (CAC), dynamic traffic contract renegotiation, closed-loop flow
control algorithms for Available Bit Rate (ABR) service, Fair Queuing service disciplines,
the use of service pricing as a network management tool), the transport of speech via packet
(ATM, VoIP) networks, steerable-beam radio network configuration, and dynamic satellite
resource allocation. Participated in the MAGIC gigabit network testbed project, the Rapidly
Deployable Radio Network project, and the ATM ACTS Internetwork project. Networking
research has been sponsored by DARPA, Sprint Communications, Sprint International,
Telesat Canada, and the University of Kansas Graduate Research Fund. Performed research
regarding enhancing students’ confidence in their work and using audience response systems
in engineering classes.
1987-1989: Research Assistant: University of Kansas
Conducted research into overload control via priority packet discarding for communications
networks carrying a variety of signals (speech, data, image, etc.) in packet form.
Demonstrated that speech can be divided into classes at the transmitter in such a way that the

subjective quality degradation of lost packets varies with each class (delivery priority).
Developed optimal discarding (control) algorithms given that a discarding cost (service
degradation) can be assigned to each delivery priority. Analysis and simulation techniques
were used. Contributed significantly to research proposals to NSF, AT&T, US West, and the
University of Kansas.
