Getting started package
Pre-qualified supplier – Queensland VET Investment

This document provides useful information and links to assist you to successfully operate as a pre-qualified
supplier (PQS) under the Queensland VET Investment Framework.
Contract Management and Performance
Contract Management and Performance (CM&P) and your designated Contract Manager are your primary
contacts. You should contact your Contract Manager for any questions you have about your executed
agreement, the PQS policy, relevant program policies or other related documents. CM&P can also assist you
with interpreting policy and program specifications, variation requests and issues in relation to payments and
errors.
Before seeking advice or information from CM&P, you are encouraged to read the policies and other related
documents in conjunction with your organisation’s agreement. If you are still unable to resolve your query,
please email supplier.management@dete.qld.gov.au. Your Contract Manager will receive a copy of your
email. If your Contract Manager is not available your email will be promptly responded to by another team
member.
The CM&P web page contains a range of useful information, including:

Error fact sheets – These fact sheets have been specifically designed to assist you with correcting data
validation errors which may occur when submitting AVETMISS data.
•
Contract Connector – A monthly newsletter which is distributed to all PQS to assist you with managing
your obligations by providing information on policy changes, fees and charges, declarations and hints
and tips. Current and previous editions are available for viewing.
•
Electronic Funds Transfer (EFT) details – As you are responsible for maintaining the currency of your
bank details, you need to submit written notification of changes to the department through the completion
of this form.

Funded programs
Once PQS status has been granted, you may be able to deliver training and assessment services under a
range of government funded programs. These programs include:
•
Certificate 3 Guarantee
•
Higher Level Skills
•
Skilling Queenslanders for Work
•
Vocational Education and Training in Schools (VETiS)
•
Industry Pre-apprenticeship program
•
Trade Skills Assessment and Gap Training Program
The 2015-16 Annual VET Investment Plan provides a breakdown of the VET investment budget, a high level
summary of the VET investment programs, and the priorities for government within these programs.
Queensland Training Subsidies List
Qualifications that attract a government subsidy are published on the Queensland Training Subsidies List.
Fee-free training for Year 12 graduates
The Queensland Government provides fee-free training for Year 12 graduates in a number of high priority
qualifications under the User Choice and Certificate 3 Guarantee programs. Fee-free training means Year 12
graduates are exempt from paying student contribution fees. To be eligible for fee-free training, Year 12
graduates need to commence training in a high priority qualification with a PQS within the calendar year
following their completion of Year 12. You can review the following information to see if your students are

Inclusive learning
The department is committed to ensuring learners with diverse needs receive assistance to make the most of
their training opportunities. This is why we require PQS to implement effective inclusive practice strategies for
students consistent with the Queensland VET Inclusive Learning Framework. A range of resources and other
promotional materials are available on the Training website.

DETConnect
DETConnect is a secure departmental site that provides training providers with reporting and search facilities
to support VET delivery. It includes a number of associated applications including:
•
Apprenticeships Info Self Service (AISS) – an easy, consistent and effective method of searching for
apprenticeship contract and student award information; and
•
AVETMISS Training Activity – lodgement of AVETMISS data submissions online, access validation error
reports and review NAT file data.
The use of the department’s AISS is compulsory when assessing student eligibility prior to enrolment. By
using this facility, you can confirm whether prospective students have previously attained a certificate III or
higher-level qualification.

Variations online (VOL)
Purchasing online (POL) is the application that you used to apply to become a PQS. Approved officers from
your organisation would have been issued with a unique login and password at this time.
POL also features the variations online (VOL) function. You must apply through VOL for contract requests
such as adding or removing qualification(s) on a delivery schedule, including any superseding qualifications.
The department does not automatically update a PQS delivery schedule when a qualification is superseded or
the PQS is no longer registered for a qualification. A PQS can only commence training in a new qualification
as at the date approved by the department, variations will not be backdated.
You may be required to supply industry/employer letters of support for variation requests relating to some
qualifications.

Training system information (Data Management Team)
The Data Management Team is responsible for the collection and validation of AVETMISS data, using the
State Training Agency Clearinghouse (STAC), and can assist you with your data submissions.

Queensland Skills Gateway
The Queensland Skills Gateway provides access to information on vocational education and training (VET)
available across Queensland. The website allows people to search and browse information including courses,
training providers, government funding and career pathways. Once your organisation is approved as a PQS
you will appear on the Queensland Skills Gateway website against those qualifications that you have been
approved to deliver.
The name and contact details that appear on Queensland Skills Gateway for your organisation are drawn
from training.gov.au which reflects your registration details as lodged with the Australian Skills Quality
Authority.

Australian Skills Quality Authority
Australian Skills Quality Authority (ASQA) is the national regulator for the Australian VET sector. ASQA’s
functions include:
•
registering training providers as ‘registered training organisations’ (RTOs)
•
registering organisations as CRICOS providers – providers that can enrol international students
•
accrediting VET courses
•
ensuring that organisations comply with the conditions and standards for registration, including by
conducting compliance audits
ASQA may also collect, analyse and publish information on the VET sector and VET providers.

Training.gov.au is the official national register on VET in Australia and is the authoritative source of
information on training packages, qualifications, accredited courses, units of competency, skill sets and
registered training organisations.

National Centre for Vocational Education Research
The AVETMISS Support Team within the National Centre for Vocational Education Research provides VET
providers with assistance in understanding the AVETMISS national data standard, validation software and the
AVETMISS Data Entry Tool. They can also answer questions about the Competency Completion Online
System which is used to report data for the Competency Completion Quality Indicator.
The site includes a webinar recording and video tutorial to give staff that are new to AVETMISS a practical
understanding of their reporting obligations.
