Latest news from NZQA
The Building, Construction and Allied Trades Skills unit standards were registered on the NZQA
Framework on January 8th 2008
In early December both the Level I and Level 2 qualifications were submitted to NZQA for evaluation
and completed in mid April. The two qualifications have been compliance checked and were
recommended for registration on the National Qualifications Framework.
All going to plan, the qualifications should be published on the NZQA website during this week and
the draft watermark removed from the qualifications structure for the:
•
National Certificate in Building, Construction and Allied Trades Skills Level 1
•
National Certificate in Building, Construction and Allied Trades Skills Level 2
Changes to the qualifications, resource and assessment materials
A big thank you to everyone who has taken the time to cast a critical eye over the resource and
assessment material. Your efforts are much appreciated.
A reminder that in the December newsletter there was a change to the level 2 qualification.
The draft unit standard 24359, ‘Apply construction skills and processes under supervision’ was
deleted from the programme.
We have created a new page on the BConstructive website which is available once you have
registered and logged on. It is situated on the Home Page, in the yellow left hand panel and called
"Site Notes and Changes"
Changes to Resources – 12 May 08
Unit 22129 (Fence and Gate)
Assessment Schedule modified to clarify evidence required for PC1.1.
Unit 12939 (Retaining Wall)
Worksheet, Model Answers and Assessment Schedule modified for edited question to ensure unit
standard coverage.
Unit 24357 (Communication)
Assessment schedule corrected to remove reference to a non-existent PC.
Unit 12933 (Concrete)
Worksheet and Model Answers clarified and calculation of model answer corrected.
Future changes will be flagged on the website and also distributed through this newsletter.
Website registrations
The number of people who have registered on the BConstructive website has continued to increase
and as of Monday, 12 May had reached 330.
The number of individually registered schools and providers now stands at:
•
177 Schools
•
12 Private Training Providers
•
5 Polytechnics
Future BConstructive development
The BETA Group CEO’s have approved some further qualification development work during the
second part of 2008 including a first year evaluation of the BConstructive programme.
So for those schools and providers who have been delivering either Level 1 or 2 (or both) in 2008 –
we will be talking to you collectively later this year.
The BETA Group are also committed to continuing further work on researching:
•
Tasters for years 9 and 10 (prior to entering the Level 1 qualification)
•
Specialisation in specific trade areas for year 13 to help students make a flying start in the
career of their choice in the construction industry.
Accreditation reminder
There have been on-going enquiries relating to accreditation requirements for the BConstructive
programme given that the Elementary Construction Skills domain is expiring with the roll-out of this
new initiative.
For Secondary Schools the BCATS domain (which is the basis of the BConstructive programme)
has been added to their Base Scope Accreditation. This means that schools will be able to deliver the
unit standards within the BCATS domain that are embedded in the two qualifications.
Base Scope Accreditation for schools means that schools do not have to go through the accreditation
process however they are still required to meet the required QMS requirements for the delivery and
assessment of these qualifications.
There is in fact now a greater responsibility for schools to ensure that their Health and Safety Policy,
Education Outside The Classroom (EOTC) Policy and assessment and internal moderation policies
have been recently updated in order to provide protection to their students and staff.
Polytechnics and Private Training Providers that at present hold domain accreditation for
Elementary Construction Skills will automatically receive accreditation to deliver the unit standards in
the BCATS domain that are part of the BConstructive programme.
TEOs that do not have accreditation for the ECS domain and wish to deliver the qualifications will
need to apply for a Letter of Recommendation from the BCITO to attach to their domain accreditation
application to NZQA.

Access to resource and assessment materials
BConstructive resource and assessment material is web-based, and free to secondary schools
and accredited providers. It is available online at www.bconstructive.co.nz.
To access the BConstructive resources you need to complete an online registration process using
your provider/school’s unique ID number (known as the BConstructive Registration Number).
If your school or organisation has not received their BConstructive Registration Number please email
info@bconstructive.co.nz to request it.
