Assesses market need and project feasibility
Formally approves Pre-Filing Process,
issues Pre-Filing (PF) Docket Number,
and begins project review
Participates in Applicant’s public open houses
Issues Notice of Intent to prepare an
Environmental Assessment (EA)/Environmental
Impact Statement (EIS) and opens the National
Environmental Policy Act (NEPA) scoping period
to seek public comments on the project
Holds NEPA scoping meetings and site visits in
the project area; consults with interested agencies
ACP studies potential project sites and routes,
identifies stakeholders, holds round of
public open house meetings, and requests use
of FERC’s Pre-Filing Process

and sponsors public open houses

Receives formal application from ACP and
issues Notice of Application
Files formal application with the FERC
Analyzes data and prepares EA or Draft EIS
Issues EA or Draft EIS, opens comment period,
and holds meetings in the project area to hear
public comments

Responds to comments, revises the Draft EIS,
and issues the final document
(if approved)
APPROVES OR DENIES PROJECT
