General Overview

According to the 2013 Mexico Peace Index Report 4 , Guerrero ranks as the 2nd least peaceful state of the

31 states in Mexico. These statistics reflect the fact that Guerrero is in a period of unrest and has grown increasingly dangerous over the past decade. In regards to homicides and violence, Guerrero ranked as the most dangerous state with an average of 78 homicides per 100,000 people. Guerrero also ranked first in Mexico with a crime rate of 56 per 100,000 for crimes that involved weapons. Violence has maintained a steady incline in the state of Guerrero. This is further reflected in the number of drug related homicides that were reported from 2008-2011, which increased over 400%. It has also been reported that an estimate of

5,000 people have died in Guerrero from drug related violence since 2006. The following section will further assess the current security environment in the Mexican state of Guerrero.

Discussion

The state of Guerrero is one of the most violent in Mexico. The state has been ranked amongst the top 10 least peaceful Mexican states for the last 5 consecutive years.

5 For the first ten months of 2013, Guerrero had the highest reported homicide total of 1,718 and had 205 reported cases of kidnappings. The state ended 2013 with a total of 2,078 homicides and 207 kidnappings.

6 Furthermore, Acapulco has been one of the most violent cities in Mexico with 143 murders per 100,000 residents in 2012.

7 The rate per capita dropped in 2013 but still remains high. As a result, Acapulco ranks number three in the world's most dangerous cities.

The security environment in Guerrero state continually fluctuates due to several factors including:

The state of Guerrero has long experienced a violent atmosphere, which has kept its citizens and foreign travelers in a constant state of alarm. Even though the violence occurs in large part amongst criminal organizations and those that are in some way or another involved, the threat of being caught in the crossfire also exists. The State Department is aware of this issue and in January 2014 issued a travel advisory for the state of Guerrero, 9 which outlines not only the dangers presented by local crime in the cities but also in traveling from one town to another. Traveling to and from Acapulco to its surrounding areas is extremely dangerous due to the roads in between being desolate and rarely policed. As a result, when traveling throughout the state of Guerrero the use of toll roads is highly advisable since they are

Acapulco is a strategic location for trafficking operations resulting in a large amount of illicit goods being transported throughout the area. The mountains surrounding it provide cover while the port facilitates provide an excellent means for distribution of illicit products typically via speedboat. The area is known to be a part of an important transportation route along the Pacific coast.

Although there is no evidence to suggest that visitors have been targeted based on their nationality, violent crimes such as kidnapping, carjacking, and robbery are known to be opportunistic crimes and pose a serious threat to outsiders.

10 These threats are likely to occur in Guerrero as local gangs violently struggle for both drug trafficking routes and territory. U.S. citizens have fallen victim to homicide, gun battles, kidnapping, carjacking, and highway robbery. According to the State Department, the number of U.S. citizens murdered in Mexico was 71 in 2012 and 81 in 2013, and the number of kidnappings of U.S. citizens in Mexico was reported to be 90.

11 Guerrero is one of 11 states in Mexico where kidnappings are increasing.

12 In light of the many substantial threats present in Guerrero, travelers should take extra precautionary measures when visiting the area. Below are several security recommendations aimed towards maintaining a traveler’s security posture at its optimum.

Overview

Travelers visiting the state of Guerrero should utilize strong personal security practices and recognize that dangerous situations can arise at anyplace and anytime. Multiple security factors within the state have the potential of causing serious harm. Incidents that are often times considered petty crimes such as theft and extortion are usually an opportunity for further victimization if not handled appropriately. As a result, it is

The local population is well aware of the dangers that surround them; however, living in the area on a more permanent basis has, amongst other things, influenced some to 1) become intrinsically alert to red flags in day-to-day interactions and 2) take a more proactive approach by fighting back and becoming a part of the local militia groups.

With the exception of the cities of Acapulco, Zihuatanejo and Ixtapa, defer non-essential travel to the northwestern and southern portions of the state (specifically the area west and south of the town of Arcelia (18.3151227, -100.2851372) on the border with Mexico State in the north; as well as, west and south of the town of Tlapa 17.548161, -98.574669) near the border with Oaxaca).

Discussion

TRICON Security Group is not suggesting that business operations in Guerrero cease. On the contrary,

TRICON is in complete support of stimulating the Mexican economy by continuing business operations while observing the two following security key factors: first, maintain a high-level of awareness of the local security environment; second, prepare for traveling to the area based on current findings of the local security situation, which at this moment poses several threats. The on-going use of executive protection security teams by corporate personnel, their affiliates, and foreign travelers completely encompasses both factors and is highly recommended.

Violent crimes aimed toward the general population, law enforcement, and public violence among opposing groups has the potential of affecting innocent bystanders, including foreign travelers. Security threats present in Guerrero have the potential to increase at any time. Furthermore, these threats can come from a variety of sources including local gangs, cartels, militias and even corrupt police. As a result of the local militias becoming more involved in the state’s politics, there may be an increase in violence between the rivaling militia groups as new elections are quickly approaching for the upcoming year.

Recent Security Incident Examples

Key Points

Guerrero State has experienced an increased amount of seemingly random violent acts such as shootouts, massacres and robberies. Any person in the direct vicinity of these incidents is susceptible to their violent effects.

Police corruption and abuse of authority is common in the State of Guerrero; incidents of abuse against foreigners have been reported.

• Violence can escalate anywhere at any time even at public crowded places such as markets and tourist attractions.

Dismembered bodies have been found in the State of Guerrero, which are usually an indicator of DTO frictions in the area.

As a result of Guerrero’s largely rural and underdeveloped terrain the area is commonly used for unmarked mass graves.

Security Incident Details

28MAR— At approximately 1700hrs a taxicab driver between the ages of 35 to 40 years of age was killed outside of a home located on street Principal of neighborhood colonia Unidos por Guerrero in the city of Acapulco . According to local reports as the victim was standing next to his vehicle he was intercepted by armed suspects who then opened fire against him multiple times, killing him instantly. Reports of the suspects have not yet been released. No arrests have been made and no suspects have been identified. Many taxicab drivers have been connected to local gangs and drug trafficking organizations in the state of Guerrero and often serve as drug dealers in popular tourist cities such as Acapulco .

28MAR— Five dismembered cadavers were located inside of black plastic trash bags in the community of Villa

Nicolas of the Municipality Ajuchitlan del Progreso

(18.154182, -100.499655) in the Tierra Caliente region of

Guerrero (which is far north, outside of tourist area).

According to local reports the victims were identified by their family members as: Eduardo N. (19 years old) Eladio

N . (60), Salatiel N . (20), O ctavio N. (23), and Ranferi N .

(24). The trash bags were found on the sidewalk of a local clinic named San Nicolas and had a message attributed to a criminal organization placed between them stating “this happened to them for being kidnappers, the people know.

Sincerely: 8 FM.” There were no witnesses present at the

20MAR— An unidentified male was executed on street avenida Gobernadores of the neighborhood colonia Jacarandas , which is located in the capital city of Chilpancingo . A message attributed to a criminal organization was left near the body.

According to local reports the incident took place approximately at 1200hrs and at least 2 .223 caliber shell casings were found at the scene of the crime and the victim had his head covered with a brown cloth. The message that was left with the body was directed towards Guerrero Governor Angel Aguirre

Rivero , which stated that the victim had been working as an informant for the Federal Police and that the same thing would happen to anyone that gives information to the authorities. It is important to note that on the first of March the governor of Guerrero ordered the Federal Police to take control of patrolling in Chilpancingo while the municipal police is investigated for possible connections with local gangs in the area. Authorities believe that the criminal organization responsible is the Los

Rojos gang, which controls the area and is trying to adapt to the changes taking place within the ranks of the authorities.

10MAR— Three male cadavers were found inside unmarked graves in the rural town of Tunzingo, Guerrero , which is located east of the city of Acapulco . According to local reports at approximately 0800hrs the authorities received a unanimous tip that at a coconut farm unidentified bodies had been found in unmarked graves. It was not until approximately 1400hrs that the authorities were able to locate and excavate the bodies. Only one of the victims was identified as Cedano Jimenez Santa Cruz of 33 years of age. It was also reported that families of missing people arrived to the scene in order to see if the bodies found belonged to their missing family members, which suggests that the bodies found were most likely kidnapping victims. It was not reported how the victims were killed or if they belonged to a group dedicated to organized crime. No arrests have been made and no suspects have been identified. No further details regarding the incident were reported.
