ADA Coordinator NYC Board of Elections The ADA Coordinator ensures compliance with the Americans with Disabilities Act (ADA). This person acts as the liaison to BOE providing assistance to ensure that the Board programs and facilities are in compliance with ADA; to monitor the Capital and Expense Budgets to ensure that funds are used to provide physical and programmatic accessibility throughout the Board facilities and to the extent required at the various locations utilized as poll sites for election events; and to provide technical background and assistance in the resolution of complaints concerning compliance with ADA. This position will oversee the evaluation and execution of the recommendations from our third party surveyors to remove accessibility barriers from poll sites and advocate on behalf of BOE regarding poll site accessibility issues for all voters. The ADA Coordinator will facilitate grievances and compliant resolution under Title II of the ADA. The ADA Coordinator will work closely with and oversee and review all surveys submitted by our third party surveyors to ensure BOE compliance. This position will serve as the BOE liaison between City, State Agencies and Federal agencies. The Coordinator will ensure prompt and effective resolution to ADA related matters; conducting regular field visits to make on‐site determinations and assess community impact; providing technical assistance with a strict emphasis on the ADA compliance; monitoring corrective action; preparing progress reports and recommendations; and apprising BOE on trends and recurring Title II concerns. Additional responsibilities include, but are not limited to the management of a comprehensive disability employment initiative: • Review information and attend training courses to remain current with the ADA. • Serve as a liaison between BOE, various City, State and Federal agencies and disability advocacy groups • Ensure that all BOE publications, notices and meetings accommodate the disabled community. • Work with various City, State and Federal agencies to ensure that BOE facilities and capital projects comply with the accessibility provisions of the NYC Building Code and programs meet construction guidelines under the ADA. • Work with BOE management and employees and EEO officer to ensure that disability etiquette and accommodations are properly addressed • Review facility lease agreements to ensure compliance with the accessibility provisions of the NYC Building Code. • Advise Office of Personnel and operating departments on cases involving Title I of the ADA. • Act as facilitator in complaint resolution under Title II of ADA. • Monitor ADA funding requests to ensure expenditures are appropriate. • Performs other duties as required. OTHER RESPONSIBILITIES • Agencies network‐sharing information and knowledge of services. Provide assistance within your agency and guidance or referral to a specific area of another agency after your agency is no longer can offer any assistance. Coordinate with relevant agencies • Provide disability etiquette training. Your agency has to be trained on how to interact with people with disabilities. • Increase awareness and understanding of disability at organizational, community and institutional levels so as to promote positive attitudes towards disability, since stigmatization is considered one of the major causes of exclusion. • Create awareness in‐house programs for people with disabilities. • Be participatory, actively and meaningfully involved in the process of forming policies and programs involving people with disabilities. • Encourage involvement of PWD in the decision‐making process in projects, programs and policies and creating accountability mechanisms for monitoring, complaint and feedback. • Promote accessibility (built environment, information and communications technology, institutional, economic, and social) i.e. physical, mental, sensory, intellectual or developmental. OTHER SKILLS • Use interviewing skills, awareness of cultural diversity and how it shapes communication, and ability to focus the potential client’s attention on the problem at hand. • Use consistent methods to see whether the agency has appropriate help to offer the potential client • Find out what accommodations the disabled client may need (Example: Sign Language Interpreter). • Working knowledge of the agency’s resources and a familiarity with eligibility guidelines • Maintain relationships with other human services providers within the community and knowledge of their missions and their services. • Information and paperwork are essential for intake and screening because it provides the foundation on which the case record is built and how your disabled client will be served. • Maintain a centralized location on the BOE website or data base for all programs related to disabilities. • Provide 311 with a listing of all their programs related to disability. • Monitor and evaluate collection of data on people with disabilities. • Identify and monitor your agency’s disability practices Education and Experience Requirements: 1. A baccalaureate degree in architecture from an accredited college and one (1) year of full‐time experience in planning, design, research, investigations and/or studies related to urban design, development programs; or 2. Education and /or experience equivalent to “1” above. However, a baccalaureate degree in architecture is required for all candidates. Graduate work leading to an advanced degree in architecture, urban design or city planning may be substituted for the one year of experience described above. • Working knowledge of the NYC Construction Code and Zoning Resolution • Knowledge of the Americans with Disabilities Act (ADA). • Knowledge of physical accessibility and reasonable accommodations for employees and the public. • Knowledge of the City Capital Budget process. • Ability to facilitate the resolutions of employee grievances and public complaints. • Ability to establish and maintain effective working relationships within NYC government • Ability to communicate effectively both verbally and in writing. • Negotiating skills. • Training skills.
