Project Rationale and Linkage
to Country/Regional Strategy
The Safeguard Policy Statement (SPS) of the Asian Development Bank (ADB) was approved by the
Board of Directors in July 2009 and became effective in January 2010. As a key policy feature, the
SPS places major emphasis on the need to assist DMCs to strengthen their own safeguard systems
and enhance their implementation capacity in addressing environmental and social risks associated
with development projects. The SPS comes at a critical time when ADB is scaling up its assistance to
DMCs in promoting environmentally sustainable and inclusive economic growth. This proposed
technical assistance (TA) is designed to implement the SPS requirements for the strengthening and
effective implementation of country safeguard systems (CSS).

regardless of source of funding

Description of Outcome
Strengthened CSS in one or more of the following areas in each participating
DMC:
Improved country legal and regulatory frameworks for environmental
assessment and management, involuntary resettlement and/or Indigenous
Peoples
Strengthened institutions and capacity of relevant government agencies,
CSOs, and/or other stakeholder groups for effective implementation of laws
and regulations
Enhanced state-owned or private sector companies' environmental and
social management systems
Enhanced programs for public awareness and involvement in environmental
and social assessment, planning, and implementation process
Improved mechanisms for information sharing and knowledge management
and dissemination
Action plans developed and adopted for implementation by governments or
private sector companies
Enhanced partnerships among development partners for long-term
programs with funding sources available for CSS strengthening and effective
implementation
