The challenges that threaten peace within our countries and communities are complex,
affecting many individuals and groups from diverse backgrounds. Often times the challenges
we embark on addressing are too large for any one institution to solve, whether it be a
government agency, non-profit organization or business enterprise. However, when these
sectors of society unite with the common purpose to make peace possible for all, the
opportunities for impact are endless.

Within communities and countries, active citizens and organizations must take the initiative
to unite stakeholders that have the required resources, knowledge and power to impact the
challenges they share. It only takes one individual changemaker with a vision for peace to start
the process of uniting all sectors of society to ensure peace for all.

THE IMPORTANCE
The challenges that threaten peace within our countries and communities are complex,
affecting many individuals and groups from diverse backgrounds. Often times the challenges
we embark on addressing are too large for any one institution to solve. When all sectors of
society — business, government and civil society — unite with the common purpose to make
peace possible for all, the opportunities for impact are endless.
THE SECTORS
The Peace is Possible campaign recognizes three sectors of society: business, government and
civil society. Each sector plays a significant role in the development of society as a whole, since
each sector and the stakeholders that operate within them have their own cultures, missions
and functions. As the world becomes more globalized, there is a greater need for all three
sectors of society to become more integrated. When their resources, knowledge, experience
and power unite, the potential for peace is not only greater but also more sustainable.
Business
The business sector is made up of private companies that are most commonly driven
by economic objectives. Businesses provide goods and/or services to consumers in
exchange for other goods, services, or financial profit. Businesses are positioned within
society to fuel the economic development of individuals, communities and nations.
They often have sufficient resources to innovate and advance new technologies that
influence the way we live our lives today.
Government
The government sector is made up of the systems and authorities that control
nations, states and communities. Governments around the world are often made up of
collective individuals representing the broader population in decision-making. They are
guided by the common purpose to implement rules and laws, regulate economic and
social institutions and maintain order within the society. Governments are structured
and operate differently from country to country and community to community. The
government sector has the ability to turn ideals into law; however, the bureaucracy
and traditional mindsets may slow down their operations.
Civil Society
Civil society is a broad sector that consists of a variety of organizations and institutions,
ranging from nonprofit organizations, to public schools, to faith-based groups. Civil
society actors are distinct from government and businesses, as they are most commonly
driven by a purpose to serve humanity in their community and across the world. Civil
society’s stakeholders operate at all levels by identifying needs within communities and
amongst populations and formulating solutions that provide services and support to
address those needs.

Methodology
THE JCI ACTIVE CITIZEN FRAMEWORK
The JCI Active Citizen Framework provides a methodology for uniting all sectors of society to
collaborate on projects that provide sustainable solutions to communities. The process starts
with assessing community needs, then formulating sustainable solutions and taking action with
partners, and ultimately monitoring and evaluating results to ensure sustainability. Follow the
steps as outlined in the JCI Active Citizen Framework to unite all sectors of society in ensuring
peace for all.
Conduct a Community Needs Analysis
A community needs analysis involves data collection, community engagement and a collaborative
needs analysis to determine the greatest needs facing the community and their root causes.
Follow these six steps to conduct a successful community needs analysis:
1. Identify a community challenge that is preventing peace.
2. Gather existing data and information about the challenge.
3. When reviewing existing information, make a list of stakeholders from all sectors of
society that have knowledge, resources or influence to impact the need identified.
4. After reviewing your existing information and stakeholder list, consider what
questions still need to be answered to determine the root cause.
5. Engage the identified stakeholders with surveys, interviews, focus groups or
forums, to answer the “root cause” questions.
6. Using the information and data collected, work with stakeholders that have
committed to peace to analyze the data and identify the root cause of the challenge
that is preventing peace from being possible.
It is important to engage diverse stakeholders from all sectors of society during a community
needs analysis. Along the way, find collaborators to help formulate sustainable solutions as well
as partners to assist in implementing the solution to create peace.

Formulate Sustainable Solutions
Once a community need and its root causes are identified, the next step is to collaborate with
the community to formulate a sustainable solution. Collaborative brainstorming is a problem
solving process that involves multiple stakeholders to identify sustainable solutions that will
achieve shared goals. Follow these five steps to formulate sustainable community solutions. 1. Confirm a date, time and venue.
2. Prepare a program, which may include:
a. Review of the community needs analysis results
b. Instructions for a brainstorming activity
c. Present brainstorming results
d. Formalize the sustainable solution
e. Outline the next steps and involvement opportunities
3. Send invitations to the stakeholders who were engaged during the needs analysis.
4. Conduct a collaborative brainstorming session to formulate a sustainable solution.
5. Continue collaborating with stakeholders to create a project plan for your
sustainable solution that outlines a clear purpose and goals.
6. Communicate the proposed solution with stakeholders from all sectors to share an
opportunity to take action for a peaceful community.
When stakeholders are involved in understanding the needs of their community and
formulating the sustainable solutions, they take more ownership of the projects or programs
that are created as a result.
Example Brainstorming Activity:
Have everyone in the group write out individual project ideas on post-it notes. These ideas
should be brief and simple concepts. Once everyone is finished, put all of the notes on the
board. As a group, review the ideas, removing the least realistic ones while also combining
similar ideas. Consider how these project ideas can be integrated while also ensuring lasting
impact and sustainable positive change.

Take Action with Partners
By fostering inter-sector collaboration to address the community’s most important needs, more
ideas, perspectives, resources and people can be contributed in the effort to ensure peace is
possible for all. As the project team begins to take action, consider the tasks below to keep the
coalition on track and committed to the shared purpose:
1. Work with project partners to prepare a concise project plan that outlines the
objectives, tasks, deadlines and responsibilities.
2. Determine if there are project gaps in terms of resources, information or finances
and identify stakeholders to fill them. Engage the identified stakeholders with a
partnership proposal.
3. Make sure that all project partners understand and support the project purpose,
goals and intended outcomes. This can be communicated through the project plan.
4. Ensure all project stakeholders understand the project tasks and resources they are
responsible for by outlining them in a partnership agreement.
5. Maintain regular communication with all project partners to keep them updated
about the project status and informed of upcoming deadlines.
As you take action with partners from all sectors of society, it is important to remember that
the purpose of the project to solve the community’s challenge is more important than the
partnership itself.
Monitor and Evaluate Results
To evaluate if your coalition of stakeholders from all sectors has created lasting positive change,
you must track your initiatives and evaluate the impact. With the help of all project stakeholders,
monitor and evaluate your results by following these steps:
1. Prior to taking action, use your needs analysis data to select indicators to monitor
the status of your project.
2. Determine the starting measurements or baseline data for each indicator. This will
help determine how far your project progresses and the overall impact achieved once
completed.
3. Using the indicators, set short-term targets throughout the project to stay on track
and achieve the desired result.
4. Monitor the project from start to finish. Track whether short-term targets are
achieved and understand why or why not.

5. Once the project is completed, use the information collected while monitoring and
compare the final results to the baseline data to evaluate the impact of the project.
6. With all project stakeholders, consider the following questions, and any more you
may think of, to evaluate the projects impact on ensuring peace for all:
a. Were the short-term targets achieved? Why or why not?
b. Was your project purpose achieved? Why or why not?
c. Has the target population for the project been positively impacted and if so,
how? If not, why not?
d. If the targets and purpose were not achieved, how can the sustainable
solution be altered to achieve the outlined goals?
Once the project’s results have been evaluated, it is important to share the impact created with
all project stakeholders and the broader community. Sharing the positive impact will generate
even more opportunities to unite all sectors of society for sustainable impact.
Connecting groups who are united by a common vision to solve a community challenge can
ensure a sustainable solution. Each sector of society — business, government and civil society —
are uniquely positioned to influence decision-making and affect change. When their resources,
knowledge, experience and power are combined toward a shared goal, the potential for peace
is not only greater but also more sustainable.
