STANDING OFFER – HONEYWELL
HVAC SYSTEM SERVICING AND MAINTENANCE
An Advance Contract Award Notice (ACAN) allows departments and agencies to post
a notice, for no less than fifteen calendar days, indicating to the supplier community
that it intends to award a good, service or construction contract to a pre-identified
contractor. If no other supplier submits, on or before the closing date, a statement of
capabilities that meets the requirements set out in the ACAN, the competitive
requirements of the government’s contracting policy have been met. Following
notification to suppliers not successful in demonstrating that their statement of
capabilities meets the requirements set out in the ACAN, the contract may then be
awarded using the Treasury Board’s electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen
calendar day posting period, and meet the requirements set out in the ACAN, the
department or agency must proceed to a full tendering process on either the
government’s electronic tendering service or through traditional means, in order to
award the contract.
The National Research Council (NRC) wishes to award a comprehensive standing offer for
the service and maintenance of Honeywell instrumentation and software currently controlling
the ventilation, air conditions, heating and humidity systems located at the National
Research Council’s Ocean, Coastal & River Engineering (OCRE) at 1 Arctic Avenue, StJohn’s Newfoundland. The programming language is unique to Honeywell and was adapted
to OCRE needs. Only Honeywell has the basic information and the knowledge to modify, do
the maintenance or update the programming. The contractor will provide the necessary
personnel required to modify, maintain or update the programming and instrumentation.
Provide 24-hour/365 day emergency response coverage. Due to the kind of research that is
taking place at OCRE it is imperative that all breakdowns or interruption be repaired in the
shortest delay possible.
The Contractor shall perform scheduled inspections and maintenance servicing for all
equipment included in the specification. Required service includes the maintenance and
servicing of the automatic HVAC controls, heat pump controls and the energy monitoring
and energy management system. The maintenance and servicing of the HVAC control
system includes all work necessary to inspect, prove, clean, remove, lubricate, replace and
adjust all components associated with this system which includes but is not necessarily
limited to the following: control air compressors; refrigerated air dryers; pressure reducing
stations; all room thermostats; all pressure electric switches; all averaging accumulators; all
damper actuators including pilot positioners; all pneumatic control valves including pilot
positioners; all control dampers inlet and outlet vanes and linkages; humidifiers; vav boxes
including flow controls and pneumatic/electric actuators; pneumatic and electric motors;
relays; humidistats and humidity sensors; temperature sensor gauges and other
instrumentations. The contractor is required, at his cost, to repair or replace worn or
defective parts or complete components of the systems using only genuine manufacturer’s
replacement parts. All Honeywell Excel 500 XBS, Energy Monitoring and Control system
software are only accessible to Honeywell staff. The system contains Honeywell parts as
well as other miscellaneous components.
The Honeywell Corporation certifies and guarantees the work of ALL technicians sent to
OCRE.
Period of the proposed Standing Offer
The standing offer will be from April 1, 2016 to March 31, 2019 retaining an irrevocable
option to extend the contract for 2 additional periods of 1 year each.
Estimate of Costs
The level of effort for this standing offer is $259,297.13 plus HST for 3 years plus 2 option
years. (Price shown includes the option years).
Suppliers who consider themselves fully qualified and available to provide the
services/goods described herein, may submit a statement of capabilities in writing to the
contact person identified in this Notice on or before the closing date of this Notice. The
statement of capabilities must clearly demonstrate how the supplier meets the advertised
requirements.
