HPU International Club Constitution

Foreword
We, the International Club at Hawaii Pacific University, establish this Constitution of the
International Club, under the guidelines set by the University for Registered Student
Organizations (RSOs). The RSO will strive to promote global friendship and understanding,
support new and continuing students in their education, explore issues and places in Hawaii,
develop leadership among the members, and to have fun overall.
Article I. MEMBERSHIP
Each student enrolled either as a graduate or undergraduate, full or part time with the University,
international or domestic, and who feels he or she can make a meaningful contribution to the
RSO is eligible to join the RSO.
Article II. ORGANIZATION
Part I. Committee
1. The organizing committee shall consist of a President, Vice President, Secretary,
Treasurer, Public Relations Officer, and two advisory council members.
Part II. Executive Officers
1. The executive officers of the International Club shall be the President, Vice President,
Secretary, and the Treasurer.
Part III. Elections
1. Elections for office holders shall be held during the last week of April.
Part IV. Responsibilities
President:
a. Ensure that the goals of the IC are implemented among members.
b. Preside at weekly IC meetings and any other IC meetings.
c. Develop an appropriate agenda for the meetings.
d. Appoint appropriate committees and advisory members.
e. Perform all duties incidental to the office of the President.
f. Mentor other officers to enable them to carry out their responsibilities.
g. Work with the treasurer to develop a budget for the term.
Vice President:
a. Be responsible for the oversight of event planning committees.
b. Preside at meetings when the President is absent.
c. Assist the President in overseeing officer responsibilities.
d. Work with the President to preside over nominations and elections for the following
semester.
e. Create and maintain the club membership list.
f. Be responsible for organizing the training of all committee event chairs.
Secretary:
a. Be responsible to keep the records and the deliberations of the meetings of the
organization, regardless of who is taking the minutes.
b. Review and send out the minutes and reminders of the members.
c. Keep attendance at the IC meetings.
d. Make room reservations for meetings.
Treasurer:
a. Be responsible for the IC’s general and program event funds.
b. Maintain complete records of receipts and disbursements of funds.
c. Complete a financial report at the end of the semester.
d. Be the overseer of all external funding i.e. SAFAC, RSO, etc.
e. Assist the president to develop a budget for the semester.
f. Give a treasurer’s report at each officer meeting.
Public Relations Officer:
a. Promote the International Club and assist with the programs and activities of IC
b. Maintain the IC Study Abroad publicity board in UB 200.
c. Help maintain the online social media presence of IC and email account.
d. Promote and enhance the IC experience of members i.e. birthdays, icebreakers, etc.
Part V. Term of Office
a. All elected officers of the International Club are required to serve a term of one academic
year (from the first day of the fall semester to the last day of the spring semester).
b. An officer is allowed to resign if he so chooses to, but must find a temporary successor at
least a week prior to announcing resignation. The temporary successor (who will serve in
the position until the next club election) and the outgoing officer must attend an officer’s
meeting to discuss succession, training, and the responsibilities of the position.
Article III. FINANCES
Part 1. Fees and Other Income
1. The sources of income for the RSO shall be that income derived from various event fees,
fundraising activities, and money budgeted from the University’s general fund.
Part 2. Disbursements
1. All disbursements shall be submitted by the treasurer to the RSOs advisor for approval
before being made through the Center for Student Life and First-Year Programs.
Article IV. COMMITTEES
1. Committees shall be organized when deemed necessary by the Executive Council.
2. The chairperson for each committee shall be nominated by a representative member and
be approved by a majority of the executive officers and representative members.
3. Each committee shall submit a post-event report to the secretary within fourteen days of
the event.
4. Special committees are responsible to the IC for the timely completion of their assigned
tasks, and will make reports of their progress as required by the Executive Council.
Article V. AMENDMENTS
Part 1. Proposals
1. The Executive Council acting unanimously shall have the power to propose an
amendment.
2. The proposed amendment shall be presented to the advisor for comments.
Part 2. Amendments
1. Once an amendment is approved by an advisor, the amendment requires at least 50% of
the votes by the Executive Council and representative members of the International Club
to be legitimately implemented.
2. If the amendment received the International Club endorsement, it shall proceed to the
advisor for final approval.
Article VI. ADOPTION
Once the constitution is created, it must be reviewed and approved by the 50% plus one vote, in
order for it to become the official constitution of the International Club.
