Special Rapporteur on the situation on human rights defenders
How to start the application process:
- The application process has been split into 2 parts, the first part is a Webbased survey and the second part is an application form in word which can be
downloaded, completed and returned by email. Both parts and all sections of
the application form should be filled in for the application to be processed.
The first part, i.e. the Web-based survey is used to collect information for
statistical purposes such as personal data (i.e. name, gender, nationality),
contact details, mandate/s applying for and nominating entity. The webbased survey should only be completed once, i.e. multiple selection
allowed to indicate if the candidate is applying for more than one mandates.
This is the second part, i.e. of the application form in Word which can be
downloaded, completed and saved in word format and then submitted as an
attachment by email. Information provided in this form, includes a motivation
letter of maximum 600 words, will be used as received to prepare the public
list of candidates who applied for each vacancy and will be made available to
concerned parties, including through the OHCHR Internet.
Once completed the application form in Word should be submitted by email to
hrcspecialprocedures@ohchr.org
If the candidate is applying for more than one mandates, an application form
needs to be completed and sent for each mandate.



A maximum of 3 reference letters can be attached, in pdf format, to the
application sent by email. No additional document is required.
Application Deadline: 31 OCTOBER 2013 (midnight, GMT).
Shortlisted candidates will be interviewed at a later stage.

I have 25+ years professional experience
in observing and ensuring compliance with
relevant human rights instruments. That
experience includes 10+ years working
with relevant government stakeholders and
IOs/NGOs and International HR
instruments and conventions in countries
throughout Europe. My experience
uniquely includes time in operational and
advisory capacities, working actual cases,
plus attending and lecturing at HR-oriented
trainings. I have an educational
background including relevant HR principles
not only from law school, but also from
numerous trainings I attended, which were
sponsored by the UN/UNODC/UNDP, and
others.
I am conversant with most of the major
international HR instruments, norms and
principles, and have observed and ensured
that others observe and comply with such.
This knowledge was gained in my
capacities as an advisor for ABA/CEELI in
Montenegro, and as an International
Prosecutor at the OHR and for the Special

Office of Bosnia and Herzegovina (BiH),
and as an advisor in BiH. In serving in the
mentioned posts, I worked with a number
of IOs, including the UNODC, UNDP, CoE,
OSCE, OSI, and others; I also attended
numerous trainings on HR issues, and
lectured at a number myself. I have 25+
years of working in prosecutor's offices (in
the U.S. and Europe), ~10 years working
as a Criminal Defense Lawyer--and I have
lectured to prosecutors, judges, and
defense attorneys and others.
I have nationally, regionally and
internationally recognized experience
related to human rights matters. I have
supervised the investigation and
prosecution of complex criminal matters,
and advised on the same, ensuring that all
relevant HR legislation (domestic and
international) is observed and complied
with.
I have also lectured on human rights
matters, including to groups set to deploy
to PeaceKeeping Operations. I have been
sought out to lecture on HR (and other)
matters by ABA/CEELI, OSCE, CoE, and the
UN (UNODC and UNDP).

IV. Motivation Letter (600 word limit)
I am motivated to apply for this post because I am aware of the fine
reputation the Human Rights Council and the Office of the High Commission
on Human Rights enjoys and the good work they are engaged in, and because
given my skill-set and background I think I have something to contribute to
the cause. I believe that my overseas experiences (as Special Advisor,
International Prosecutor and Criminal Law Liaison), plus my experience as a
private practicing Defense Attorney and former Assistant County Prosecutor,
well qualifies me for such a position.
Without getting into the details of the above posts, I can positively state this:
My drive has always been to see that justice is done—which means that the
rights of individuals are always recognized. Having served as a prosecutor,
advisor and criminal defense attorney, I have always strived to see that the
individual’s rights are observed and protected. To that end, I have not only
litigated matters involving human rights concerns in the U.S. and in Europe,
but also lectured and attended numerous lectures on Human Rights issues.
It is not enough to merely have so-called “book” experience to enable one to
properly research, litigate/appeal, advise, interview, and prepare reports and
recommendations about relevant HR concerns and issues and matters.
Practical, real-life, in court experience--like the kind of experience I possess-is of crucial importance to understanding context, tradition/practice, case law,
historical/background, and more, which can have impacts on such issues.
Relevant to this post, in addition to having in court experiences for 25+ years,
and 10+ years internationally speaking, I have experience in the following
areas:
a) assisting in the development of operational strategies, and policies,
b) providing of advice re Human Rights (proposed and existing) legislation,
and providing interpretation of the same, plus other criminal law matters,
c) offering of methods to gather and analyze data,
d) monitoring and evaluation of implementation of programmatic goals and
strategies,
e) tendering review mechanism ideas to assist in assessing progress,
f) offering of procedural updates to improve efficiency,
f) crafting of a number of training ideas,
g) implementation of programmatic goals in coordination with partners,
h) development of partners for cooperation and coordination, taking into
account various programmatic goals and restrictions,
i) locating, securing, and maintaining relevant stakeholders,
j) providing briefings to high-level government officials and the IC, and

making appropriate recommendations,
k) providing budgetary advice, and planning, execution and review of large
and small budgets,
