«All-Russian Society of the Deaf» ( ARSD)
Born: 18 January 1948 in Zaozernyi, in the Rybinsk district of the
Krasnoiarsk region.
Educated at boarding school No.38 for deaf children in Novokuznetsk
(Kemerovo region), finished boarding school No.97 for hard-of-hearing
children in Odessa.
Education:
- 1974 graduated Pedagogical University in Odessa.
- 2002 PhD in Philosophy
Public activities:
- from 1982 he headed the Sports and PE department, ARSD Central Directorate:
- from 1989 – head of the Foreign section, ARSD Central Directorate;
- from 1993 he was elected as a member to the ARSD Central Directorate, its Presidium, then ARSD vicepresident;
- since 2003 - elected President of ARSD (ARSD has been active since 1926; its aims are: to express and to
protect rights and interests of the citizens of the Russian Federation (RF) with hearing losses, their social
rehabilitation and integration into society; ARSD has 865 local branches and 78 regional offices in the
Russian Federation. Every year more than 250 thousand people with hearing difficulties turn to ARSD for
help in solving a variety of social problems. In 2007 ARSD was granted consultative status with ECOSOC;
- from 2005 member of the Russian delegation during the drafting process of the UN Сonvention on the
Rights of Persons with Disabilities (VI, VII и VIII sessions of the UN Special Committee)
- 2006-2010 - member of the World Federation of the Deaf Board (WFD);
- since 2006 - trustee of the Social Insurance Fund of the Russian Federation;
- since 2009 - member of the Presidential Council of Persons with Disabilities;
Sporting activity:
Winner of 11 international tournaments; winner of European and USSR ju-do championships;
six times World Deaf Champion for freestyle and graeco-roman wrestling
- since 2004 President of Russian Deaflympics Committee

Title of “merited physical culture worker for Russian Federation”
Title of “International master of sport”
International Olympic Committee diploma for “outstanding achievements in the field of sports development
and international friendship
Title of “Olympian of the Century” awarded by International Committee Sport of the Deaf
