SERVICE
PART 1 - GENERAL
1.1
SCOPE
A.

This specification covers the suggested field test, inspection, startup and commissioning as
as training activities that are required to put the electrical distribution equipment into safe
reliable operation according to applicable standards and manufacturer’s guidelines
tolerances. This section also covers requirements for training of customer personnel.

SUBMITTALS
A.

As applicable and/or required by local code or the Contract Documents, the following
documentation shall be submitted:
1.
If Installation inspection services are required, Installation Certificates shall be issued to
document compliance with manufacturer’s recommendations and guidelines for
installation.
2.
Startup / Testing Reports shall be submitted for all equipment no later than two weeks
after completion of startup / commissioning.
3.
Training Attendance Logs shall be kept to document attendance of customer personnel
during required training.
4.
Service personnel shall submit any abnormal findings during equipment installation or
testing as well as recommendations for improvement of operation in writing.

QUALITY ASSURANCE
A.
All electrical startup testing shall be performed per manufacturer’s recommendation or per
applicable IEEE or ANSI testing specifications.
B.
The service organization shall have a formal customer feedback / continuous improvement
program.

SAFETY
A.
Safety practices shall include, but are not limited to the following requirements:

Engineers and Technicians performing services covered by this document shall be a
“qualified person” as defined in OSHA 1910.269(a)(2) and OSHA 1910.332.
The service organization shall have a formal, written policy regarding safety training.
Engineers and Technicians performing services covered by this document shall provide
proof that they have received at least 8 hours of annual refresher safety training
(including electrical safety training consistent with OSHA 1910.269 and OSHA 1910.332)
within the last 12 months.
The service organization shall have a formal, written policy regarding daily safety
meetings. Engineers and Technicians performing services covered by this document
shall participate in a daily safety meeting before the start of each day’s work. A log
documenting participation in the daily safety meeting shall be maintained at the work site
at all times.
The service organization shall employ a full-time safety director who shall be responsible
for compliance with applicable regulations and provide training to employees on those
regulations.
The service organization shall demonstrate an excellent record in their past safety
performance. To Wit, the service organization shall provide copies of their OSHA 300
logs for the last three years (or OSHA 200 Logs for 2001 and prior years) and a letter
from their Workman’s Compensation Insurance Carrier documenting their EMR
(Experience Modification Rate) for the past three years. The service organization shall
demonstrate an overall OSHA incident rate of 4.0 or lower, a lost-time incident rate of 1.0
or lower, and an interstate EMR of 1.0 or lower, for each of the last three years.
CONTRACTOR/VENDOR QUALIFICATIONS

The contractor/vendor, hereafter designated as “contractor”, must meet the following
qualifications to be considered for the award of the contract. The contractor shall have a
minimum of 25 years experience in a combination of manufacture and installation of substation
switchgear. A reference list, preferably of utility and large industrial projects shall be supplied
with the bid. Contractor shall have local switchgear service engineers. The contractor shall
have a minimum of 30 years experience in the maintenance of electrical switchgear and
transformers. Provide address and telephone number of the service office nearest to the jobsite
with the bid proposal.
BID EVALUATION:
A.

All bids will be evaluated on the following criteria. All items will carry equal weight.
1.
Contractor shall supply a list of experience and references at the time of the bid.
2.
Contractor shall have a minimum net worth of $100 million insuring financial stability.
3.
Quality Assurance and Total Quality Process: The contractor shall have in place a
functional Total Quality Process. The plan shall be pursuant to 9001 compliance.
4.
Show compliance to the Technical Specification.
5.
Show compliance with applicable standards.
6.
State that the requested delivery schedule will be met and provide the schedule with the
bid proposal.
7.
State the delivery date of the final test reports.
INSURANCE
A.
Contractor shall procure and maintain, at its expense, during the term of this agreement, at least
the following insurance Coverage Limits:

Employer’s Liability $500,000 each occurrence
3.
Public Liability $2,000,000 combined (Bodily Injury) single limit
4.
Public Liability Same as c. above (Property Damage)
5.

A.
Public liability insurance shall include coverage for completed operations contractual liability
under this Agreement. Contractor agrees to furnish insurance certificates, showing Contractor
compliance with requirement of this section, to SECI before Contractor commences work
hereunder.
SUB-CONTRACTING AND ASSIGNMENT
Neither this Agreement nor any rights or obligations to Contractor hereunder shall be assigned,
or encumbered by Contractor, nor may Contractor subcontract any of its obligations hereunder
without prior written consent.
PART 2 - PRODUCTS
2.1
FIELD SERVICES
A.

Installation
1.
[Installation Services, if applicable, shall be provided through a reputable,
experienced local contractor. The service company shall provide experienced
technical supervisors in adequate numbers to ensure that installation is executed
in compliance with manufacturer’s recommendations and guidelines.]

installation is executed in compliance with manufacturer’s recommendations and
guidelines. The service company shall issue an Installation Certificate as
documentation and submit to engineer and/or owner.]
STARTUP & COMMISSIONING
A.
The service company shall provide experienced field engineers and/or field technicians, as
applicable, to ensure timely completion of all startup / commissioning tasks as outlined in the
relevant sections of the project specification.
B.
[The service company shall be part of the same firm that is supplying the switchgear,
switchboards, transformers, motor control centers, variable frequency drives and
panelboards to ensure familiarity and a single source of responsibility.] [The service
company shall be independent of the firm supplying the switchboards and panelbords.]
2.3
TRAINING
A.
Training in equipment operation and maintenance shall be administered during or following
system startup as required and as outlined in relevant sections of the project specification
documents.
B.
Training duration for each type of equipment shall be as outlined in the relevant technical
sections of the project specification documents.
PART 3 - EXECUTION
3.1
TEST EQUIPMENT
A.
The testing company shall have a calibration program, which assures that all applicable test
equipment is maintained within rated accuracy for each test instrument calibrated.
B.
The firm providing calibration service shall maintain up-to-date instrument calibration
instructions and procedures for each test instrument calibrated. The calibration frequency shall
follow a schedule that is accepted as standard in the industry.
C.
All test equipment used shall carry valid calibration stickers.
3.2
PERFORMANCE
A.
All tests shall be performed with the apparatus de-energized and grounded except where
otherwise specifically required to be ungrounded or energized for certain tests.

B.
The testing company shall provide all technical services, tooling, equipment, instrumentation,
and technical supervision to perform such tests and inspections as well as specific power
requirements for test equipment.
C.
The testing company shall provide notification to the owner or engineer prior to commencement
of any testing.
D.
The testing company shall provide timely notification of any system, material, or workmanship,
which is found deficient on the basis of installation checkout or startup testing.
3.3
TEST REPORT
A.
The test / startup report shall as a minimum include the following:

B.
The testing company shall furnish a copy or copies of the complete report to the owner or
engineer as specified in the project specification documents.
3.4
TRAINING
A.
Unless otherwise specified, training shall consist of hands-on instructions to explain and teach
setup, operation and maintenance of the equipment specified.
B.
During hands-on training, customer personnel shall not exceed a number of three to maximize
exposure to taught material and thereby training efficiency. Multiple subsequent training
sessions shall be held as required by total number of customer personnel.
C.
Classroom Training – if applicable and required – shall be based on the manufacturer’s
operating and maintenance manual and shall be complemented by hands-on training as
outlined above.
D.
The service company shall maintain a training attendance log and submit to the owner at the
end of the scheduled training sessions together with a recommendation about additional training
deemed necessary.
