1.
Purpose
To outline the guidelines for determining the starting salary of a newly appointed TAFE Teacher.
2.
Scope
The guidelines apply to the initial appointment of all part time and full-time ongoing and fixed-term
TAFE teachers. They do not apply to casual teachers.
3.
Procedure
Fully qualified means possessing qualifications which entitle an employee to be appointed at, or
progress to the T5 classification.
3.1
Before a potential staff member is appointed the Chair of the selection panel must ensure
that the candidate is eligible for appointment under Schedule 5 of the Victorian TAFE
Teaching Staff, Multi-Business Agreement 2009 (MBA). That is they must possess a
base vocational qualifications relevant to the proposed teaching area and work
experience as outlined below. Verifying this information will require sighting of the
originals or certified copies of qualifications and receiving appropriate documentary
evidence of work experience. This evidence may take the form of references,
employment records, wage slips telephone checks etc.
The work experience will normally relate directly to the qualification held and the subjects
to be taught and will normally have been undertaken as part of the qualification gained or
after the qualification has been obtained. It includes relevant paid employment, relevant
performance or exhibition, relevant unpaid experience, approved alternative employment
where no employment of direct relevance to the teaching area and the qualifications can
be reasonably expected. Childcare and family responsibilities may be approved for half of
the work experience requirement.

3.2
Once it has been determined that the chosen candidate is eligible for appointment the
Chair of the selection panel must seek advice from Human Resources on the starting
salary. The Chair must not convey to the candidate his/her opinion of what the starting
salary will be.
3.3
Any negotiation of the starting salary will be done through Human Resources, and the
Dean/Director will make the final determination.
Summary of starting levels for new teachers is as follows:
T1.1
Base qualifications plus Work Experience (as per table)
T1.2
Base qualifications; plus Work Experience; plus Certificate IV in Training and Assessment.
T3.1
Base qualifications; plus Work Experience; plus Certificate IV in Training and Assessment;
plus an approved course in teacher training at AQF Level 5.
4.1
The employee is entitled to an additional increment for each completed year of actual
teaching experience undertaken after becoming fully qualified.
4.2
Increments are also possible (to a maximum of two) under the following circumstances.

One increment for each two years of teaching experience undertaken before
becoming fully qualified.

One increment for each two years of approved industrial experience in excess of
the work experience listed in the table in schedule 5.

For each year of approved additional study a beginning teacher can receive one
increment.
Note: Industrial Experience must relate directly to the qualifications held and the subject to be
taught by the teacher.
5.
To be appointed to the position of Senior Educator the candidate must be fully qualified.
Note: 5.1 Approved actual teaching experience means experience which may include: teaching
experience; service in a position for which educational qualifications and experience
is a prerequisite for appointment; leave for industrial experience or return to work
purposes; experience in a position requiring the co-ordination, supervision or
management of persons involved in a teaching function.
5.2 Approved additional studies means an approved course of study that is at least one
year in duration; was not awarded on the basis of credits granted from the teacher’s
base qualifications; and is relevant to teaching in TAFE, e.g. a Bachelor of Education.
