The Chair welcomed all members to the meeting. The Chair introduced newly elected
employee UCC representative Mr Steve Matheson to the committee.

Actions Arising From Previous Report
4.
Sessional TAFE Teaching Staff (Horsham)
Carl reported that the administrative support for the Human Services matter at Western
Campuses appears to be under control.
Carl confirmed that one matter that arose through UB Blueprint, is the need for more
administrative support for TAFE teaching staff at Western Campuses.
5.
New Employee UCC Representative
The Committee formally welcomed its newly elected employee UCC representative Mr
Steve Matheson. Steve is a Teacher in Children’s Services within the School of
Human Services.
6.
UB Blueprint
Carl reported that the information gathering phase of the Review of the Administrative
and Technical and Business Processes has been completed. Some concerns were
raised during this phase that many staff interpreted this Review being about the
administration staff. Julie-Anne also reported a similar concern from some areas. Carl
clarified that the review was not just about the administration processes within the
University but also the technical and business process within the organisation.
Carl confirmed the CIS recommendations from the Review were forwarded to the ViceChancellor on 21 March 2011. A senior management meeting is to be held on Monday
to further discuss and analyse the recommendations.

7.
Casual Conversions
Andrew reported to the Committee that there has been one (1) application for
conversion from casual to non-casual employment.
Andrew and Carl advised that Catherine Nelson in Human Resources has developed a
step-by-step process and application form which is currently awaiting the approval from
the Director, Human Resources and then be publicised to staff on UB Communicate.
The AEU advised the conversion process should be actively promoted to staff. Carl
and Andrew confirmed that TAFE Teaching casual contracts make reference to the
conversion provisions of the MBA (clause 13.9). The University has taken reasonable
steps to inform casual employees of the conversion provision.
The AEU requested a communication strategy to be developed in order to release the
conversion process and form once it has the approval of the Director, Human
Resources. Andrew confirmed that it will be advertised via UB Communicate and
communicated directly to Heads of Department and Schools to ensure supervisors are
aware of eligibility criteria and process.
Julie-Anne reported she had one employee requesting to apply for conversion. JulieAnne requested further information as to how to apply while the process and
application form is in draft format awaiting finalisation. Carl recommended Julie-Anne
contact Catherine Nelson or himself regarding the interim process.
General Business
8.
New TAE 40110 Cert IV Training and Assessment
Carl informed the Committee that an internal group has been formed in response to the
new Certificate IV in TAE40110 to develop a process to up-skill existing teaching staff
to the new qualification by June 2012. Carl advised that at this stage it is being
determined whether this would be no cost to existing fixed-term and continuing
teaching staff.
Julie-Anne queried whether funding from the TDC was raised at the meeting. Carl
confirmed he did query this at the meeting. Julie-Anne confirmed that she believes
there is definitely some funding available.
Julie-Anne raised concerns that there may be some resistance to this change, which
Carl also said was raised at the meeting. Carl assured the Committee that as
discussions progress, he will report back to the Committee.
9.
Work Plan Implementation
Julie-Anne reported Kevin Roche and herself had a number of meetings with a staff
member in order to finalise their workplan as a matter of urgency. Julie-Anne
confirmed that eventually they completed an agreed workplan.
Julie-Anne raised concerns regarding the nine students enrolled in that staff member’s
program and their future welfare. It was noted that HR had not yet been advised of any
back-filling arrangements.

The Committee formally thanked Julie-Anne Noble and Kevin Roche for all their
additional work and support in order to resolve this matter.
The AEU reported that most of the workplans should be now implemented and praised
the process the Committee has developed in order to resolve future workplan
implementation issues.
Julie-Anne reported that another workplan implementation issue has also been
resolved.
Signing of Workplans:
The AEU requested HR follow up with all Heads of Department to ensure all workplans
are now confirmed. Manufacturing Services are excluded as Carl reported that WP’s in
Engineering and Automotive are completed but pending signing due to some further
duties yet to be confirmed. It is anticipated that this will be finalised and workplans
formally signed off once the relevant Head of Department returns from leave at end of
April.
Carl advised that during follow-up on workplans in February concerns were raised
regarding the actual signing of workplans. Most of the workplans were actually
completed, however there was hesitation around sign off. There seemed to be a view
that once signed, some staff were reluctant to re-negotiate further changes on an
ongoing basis throughout the year. The AEU advised they would further discuss this
matter with other Institutes and bring some suggestions back to the committee to
consider.
Ex-gratia days:
The AEU advised an employee queried whether these three (3) additional days are
included or are outside the 42 weeks of attendance.
Andrew confirmed that the ex-gratia days are additional paid days over and above any
annual leave award entitlement.
Therefore, the Committee concluded that the three ex-gratia days during Christmas
Closedown are considered outside of the maximum 42 weeks attendance.
Other Business
10.
University Building Construction
Andrew reported he recently attended a meeting regarding the new building works at
SMB and Mt Helen.
It is anticipated that the new Science and Engineering building (to be located in the
public cark park at Mt Helen) will be completed by December 2012 in preparation for
the first semester of 2013. The new building will approximately cost $50M and will
house many lecture theatres and offices.

Andrew reported that the new building for the trades training centre at SMB (on the
corner of the Albert Street roundabout) will be a centre for excellence and a very visual
building that you can see into from the street (all glass).
It also anticipated that the new $35M childcare centre at SMB (Lydiard Street end) will
be completed around December 2012 (with a possibility of being operational by June
2012).
