FUNCTION:
Provide advanced administrative/management skills within the Office of Human Resources.
Responsible for the administration of a human resources program having university-wide
scope/application for effective disposition of all daily section administrative activities for
compensation/employee relations/policies/procedure
DUTIES AND RESPONSIBILITIES:












Function 1: Plan, develop, organize, implement and manage the following areas of the
Office of Human Resources: Employee Relations, Compensation, Performance
Management and Policy/Procedures. Advises management on the formulation and
administration of plans/polices for human resources activities. Interprets polices and
procedures.
Function 1 Percent Time: 50.00 %
Function 2: Keeps abreast of federal laws, pertinent legislation rules/regulations that
affect Human Resources. develops, coordinates and/or recommends policy statement or
program changes for improvement of the human resource management function in
addition to legislative policy updates.
Function 2 Percent Time: 10.00 %
Function 3: Reviews/evaluates non-routine or more difficult policy interpretations,
personnel action forms or employee work related problems. Ensures accurate and timely
processing of documents. Maintains quality customer service. Coordinates the gathering
and reporting of statistical data for annual reports and special studies.
Function 3 Percent Time: 10.00 %
Function 4: Responsible for maintenance of the web pages for each area of responsibility.
Oversees special projects such as PeopleSoft conversion, HRMS software conversion,
and Business Intelligence software activity.
Function 4 Percent Time: 10.00 %
Function 5: Consults with University administration an staff on matters pertaining to
organizational restructuring, reduction in force, strategic HR planning; and application of
UT System, federal, state, local and university regulations. Advise members of the
professional staff with respect to position audits, solutions of classification problems,
determining exemption status under FLSA and audits for promotions/demotions/new
positions/transfers/new hire salary guidelines.
Function 5 Percent Time: 10.00 %
Function 6: Provide advice/guidance to managers and University employees on issues of
employee relations/compensation policies. Provide leadership/assistance in the
development of the Employee Relations/Compensation Staff. Assists in the development,
writing, editing, and modifications of operating policies, guidelines, and procedures.

INTERNAL CONTROL: Responsible for the design, execution, and effectiveness of a system

REQUIRED QUALIFICATIONS:
Bachelors degree and five years of experience in human resources management, compensation
and employee relations.
