FUNCTION: To provide leadership in developing & implementing, marketing health
programs; to oversee budget & generate funds; serve as an advocate for rural health
policy nationally and state wide; represent the RHOP to legislative representatives
DUTIES AND RESPONSIBILITIES: Provide leadership in identifying and
implementing educational programs consistent with the needs of the Texas rural
healthcare providers. Coordinate educational design, program delivery, and evaluation of
all educational activities. Serve as an advocate for rural health policy and develop
partnerships within the community. Manage operational budget for Rural Health
Outreach Program. Seek funding support in accordance with the RHOP mission to
supplement state support. Update strategic plan for Rural Health Outreach Program
every three years. Actively participate in Texas Rural Association and National Rural
Health Association to keep current in rural health needs. Prepare reports required for
professional organization approval (i.e., self studies, annual reports). Submit annual
report and program evaluation. Work with the Dean of the School of Nursing to interpret
program needs and activities to the legislature.

INTERNAL CONTROL: Responsible for the design, execution, and effectiveness of a
system of internal controls which provides reasonable assurance that department
operations are effective and efficient, department assets are safeguarded, department
financial information is reliable, and the department complies with applicable laws,
regulations, policies, and procedures.
WORKING CONDITIONS: Repetitive use of a keyboard at a workstation; use of
manual dexterity; climbing of stairs; lifting and moving.
REQUIRED QUALIFICATIONS: Bachelor's degree in a related area plus two years
of experience in Rural Health; Knowledge of the Board of Nurse Examiners rules and
regulations and other guidelines of regulatory agencies to assure compliance; Budget and
grant writing experience. One year of management or supervisory experience is required.
Equivalent combination of relevant education and experience may be substituted as
appropriate.
OTHER REQUIREMENTS: Specific job requirements or physical location of some
positions allocated to this classification, may render the position security sensitive, and
thereby subject to the provisions of Section §51.215 Texas Education Code.
