Introduction
In December 2009 the AESO formed a Connection Model Industry Working group to assist
the AESO finalize high level data requirements, queue management principles, process
timeline targets & reporting requirements, AESO Authoritative & Information Document
recommendations, and the transition plan from the existing process to the new model.
This initiative is being led by Jana Mosley. Click here to view additional information on the
purpose and scope of this initiative.
As stated in the paragraph above the Connection Model Industry Working group will assist
with Authoritative and Information documents (“the documents”). This specific component
is related to the AESO’s Transition of Authoritative Documents (“TOAD”) project. Click
here to view additional information on the TOAD project. For this reason TOAD resources
will work directly with a smaller workgroup to assist the AESO determine the authoritative
components of the process, the required authoritative documents, where the authoritative
documents will be represented (ISO rules, tariff or reliability standards) and a transition
plan for the authoritative documents. The intent is that this smaller workgroup report
results back to the larger Connection Model Industry Working group. This smaller
workgroup (referred to as the “TOAD-Connection workgroup”) will be led by Evelyn Kelly,
AESO TOAD project manager.
Please review the attached Terms of Reference for the TOAD-Connection workgroup to
more fully understand its purpose, scope and responsibilities.

-2TERMS OF REFERENCE FOR THE TOAD-CONNECTION WORKGROUP
Purpose
The purpose of TOAD-Connection workgroup (“workgroup”) is to review the connection
process and related documents and make recommendations regarding:
1. The authoritative elements of the connection process, incorporating the process
changes
2. The domains for representation of the authoritative elements
– ISO rules, tariff, reliability standards
3. High level analysis of the documentation:
– What are the authoritative documents that are needed to support the process
– What are the information components to support the authoritative documents
4. Transition approach
– What are the priorities
Scope
The scope of work for the workgroup includes:




Understand the TOAD project objectives
Confirm the Terms of Reference
Confirm the schedule
Review and discuss the authoritative domains in relation to the customer
interconnection process
 Assessment of the connection process and the authoritative elements
 High level analysis of documents – which documents are authoritative documents
and which are information documents
 Determine a transition approach (what are the priorities)
 Communicate outcomes to the larger Interconnection workgroup
 Summarize results of the workgroup and deliver recommendations to the AESO

Out of Scope
 Redesign of the connection process. The TOAD-Connection workgroup will work
with the redesigned process details as provided by Jana Mosley and the
Connection Model Industry workgroup.
 Implementation of the redesigned concepts including any new or changes to
processes, procedures, protocols templates and documents. However, there will
be a need to align the TOAD Connection workgroup efforts and progress with
implementation efforts of the Connection process changes.
 TOAD project including items such as architecture, objectives and deliverables.

Responsibilities
Responsibilities of the AESO
AESO responsibilities include:







Coordinates and facilitates the TOAD-Connection workgroup to its timely
completion.
Prepares and distributes of meeting notes, as required.
Provides facilities and logistical support, as necessary.
Maintains alignment with the Connection Model and the overall project delivery
process for the AESO.
Listens to others’ perspectives in a respectful manner.
Prepares a summary of results from the TOAD-Connection workgroup for AESO
management’s consideration. Preparing the summary of results in a manner that
preserves the ‘without prejudice’ nature of individual comments made in the
sessions.
Makes the final determination on authoritative components of the Connection
process and the related authoritative documents after considering the
recommendations provided by the TOAD-Connection workgroup.
Responsibilities of the Work Group members
Work Group member responsibilities include:






Obtains respective organizational support to participate in the TOAD-Connection
workgroup.
Attends the meetings as set out in the schedule below. Fully prepares designates if
a designate is required.
Participates in all meetings in a constructive manner; listening to others’
perspectives in a respectful manner.
Assists with follow up work between meetings, as required.
Vets concepts with personnel within respective organizations, as required.
Understands that comments made in the sessions are without prejudice and
individual comments will not be documented or will not be brought forward in any
other forum inside or outside the AESO office.

The TOAD-Connection workgroup will meet every two weeks for a half day commencing
February 23, 2010 and ending May 18, 2010 as set out in the schedule below. The AESO
has provided high level activities for the meetings to provide stakeholders with some
indication of how the meetings will progress.

Communication of Documents and Information
Principles for the communication of documents and information are as follows:





All TOAD-Connection workgroup communication to the industry will be through the
AESO.
Any communication by the AESO regarding the TOAD-Connection workgroup
outcomes will be posted on the AESO website.
The AESO will take reasonable efforts to preserve the ‘without prejudice’ nature of
individual comments made in the sessions contemplated as stated in the ‘AESO
Responsibility’ section above.
Work Group members treat all documentation and information discussed and
circulated at the TOAD-Connection workgroup sessions as confidential information.
Session notes will capture action items and outcomes. The session notes will be
kept internal to the TOAD-Connection workgroup.

The AESO is seeking a workgroup that consists of the parties listed below. The AESO will
finalize the workgroup by February 17th, 2010 and notify parties accordingly. Again, as
mentioned in the ‘Introduction’ section, stakeholders interested in participating in he
