CLASS TITLE:
WORKFORCE INVESTMENT OPPORTUNITY ACTGRANT SUPERVISOR
BASIC FUNCTION:
Under the direction of the Dean of Behavioral Sciences, History and Continuing Education,
coordinate the Workforce Investment and Opportunity Act (WIOA) grant and activities to assist
students to reach post-secondary education goals and/or employment.
REPRESENTATIVE DUTIES:
1.
Coordinate all aspects of the WIOA grant programs and services in cooperation with
other noncredit coordinators and the Coastal North County Adult Educational
Consortium (CNCAEC) (E)
2.
Oversee the day-to-day operations of the WIOA grant at one or more on-or-off-campus
sites. (E)
3.
Serve as liaison and attend meetings between WIOA, campus and community/school
partners and agencies, local and state agencies. (E)
4.
Develop and manage contracts, as appropriate, with external service providers to
support the implementation of WIOA.
5.
Perform high level staff work to support the Dean of Behavioral Sciences, History and
Continuing Education to carry out the goals, objectives and strategic initiatives that will
ensure the successful implementation of the WIOA.
6.
Provide technical assistance to MiraCosta College for WIOA implementation. This may
involve consultation to align program policies and practices with the new Law; improving
capacity to meet increased performance expectations; supporting the effective
collaboration with State and local partners; and assistance.
7.
Develop and implement, in collaboration with the Dean of Behavioral Sciences, History
and Continuing Education, new program evaluation and review processes aligned with
the WIOA and with program improvement goals.
8.
Coordinate scheduling of contract providers and assist in resolving issues as necessary.
Monitor and evaluate contract providers to ascertain compliance with contract
requirements. Verify accuracy of invoices received from contract providers and prepare for
payment. (E)
9.
Supervise, schedule, and evaluate the work of WIOA personnel. (E)
10.
Attend professional organization meetings and conferences. Participate in national, state,
and local training opportunities relating to WIOA objectives.
11.
Assemble requested data and prepare studies, reports and grant applications in
collaboration with the Research Analyst – Noncredit Programs.

12.
Prepare quarterly and annual performance and budget reports in cooperation with the
WIOA faculty lead. (E)
13.
Prepare and monitor program budgets and order materials, supplies, and services. (E)
14.
Compose correspondence, communications, and media/press releases in conjunction with
the Public Information Office.
15.
Perform other related duties as assigned.

EDUCATION AND EXPERIENCE:
Education and experience equivalent to a Bachelor of Arts degree and one year of closely

related work experience.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver license.
WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
WIOA Grant Specialist. Provides work direction to student workers and/or temporary staff as
needed.
CONTACTS:
Departmental coworkers, district staff, students, faculty, community partners, parents, local and
state agencies and the general public.
PHYSICAL EFFORT:
Primarily sedentary with intermittent standing, walking, bending and/or stooping; occasional light
lifting and carrying of objects weighing 25 pounds or less; light to moderate repetitive use of
computer keyboard, mouse or other control; ability to travel to a variety of locations on and off
campus as-needed to conduct district business.
EMOTIONAL EFFORT:
Ability to develop and maintain effective working relationships involving appropriate interactions
and communications personally, by phone and in writing with a variety of individuals and/or
groups of individuals from diverse backgrounds on a regular, on-going basis; ability to work
effectively under pressure on multiple, various tasks concurrently while meeting established
deadlines and changing priorities; ability to effectively negotiate, mediate and resolve conflicts
with and among contacts.
WORKING CONDITIONS:
Primarily busy office and/or classroom environments; subject to frequent contacts with and
interruptions by individuals in person or by phone; intermittent to frequent exposure to
individuals acting in a disagreeable fashion; may be required to work at any district location
during day and/or evening hours with occasional holidays and/or weekends on an as-needed
basis.
