Staff Strategic Hiring Position Review Process

Saint Louis University has established a Strategic Hiring Position Review Process. As higher education experiences financial challenges, this process will assist the University in its efforts to control personnel and operating costs by encouraging the University community to find ways to operate even more cost efficiently.

The Strategic Hiring Position Review Process is intended to ensure that only those positions that are deemed to be critical to the University’s educational and health care missions will be considered for rehiring. In order for a position to be filled the department will be required to complete the attached

Strategic Hiring Position Review Form, and analyze alternatives to filling the position. The request will proceed to a committee made up of Executive Staff members. The Committee will review position requests. If the Committee approves the request it will forward its recommendation to the University

President. The President must give his final approval before a position can be filled. If the Committee denies the request for the positon to be filled the request will not be forwarded to the President.

This process will be followed for all new or vacant positions. Positions that are 100% funded by

SLUCare or third parties are exempt from this process. Most grant-funded positions will be approved; any position that is at least 90 percent grant funded will not need to go through the review process.

The process for STAFF position approval:

1.

Department completes Strategic Hiring Position Request Form and obtains approval for the request from the Division Vice President.

2.

Form submitted to the Office of the Vice President for Human Resources

Human Resources will work with the submitting department to collect information regarding the request. After the information is assembled, it will be forwarded to the Committee. This step may take up to 5-10 business days.

4.

The Position Review Committee will meet on an as needed basis to review position requests. The

Committee will delay a decision if additional information is needed, will deny the request, or make a recommendation to the President that the position be approved.

5.

The President will have final approval over all hiring requests.

6.

The respective Division Vice President will be notified of the request status and will work with hiring manager to create a requisition.
