constitution, autonomy was granted to
the Walloon region (Wallonia), the

bilingual Brussels-Capital region;
autonomy was also guaranteed for the
Flemish-, French-, and German-speaking
“communities.” The central government
retains responsibility for foreign policy,
defense, taxation, and social security.
