The Bureau of Reclamation has acknowledged that cultural resources along the Colorado River in Grand Canyon National Park are
potentially at risk due to the existence and operation of Glen Canyon Dam. As required by the National Historic Preservation Act
(NHPA) of 1966 (as amended), Section 106 and the National Environmental Policy Act of 1969 (NEPA), Reclamation has undertaken
studies to evaluate the impacts of Glen Canyon Dam upon the cultural resources of the Colorado River corridor. To fulfill
Reclamation’s Section 106 responsibilities and NPS mandates, a Programmatic Agreement was written and implemented in 1994.
As a way to implement the provisions of the Programmatic Agreement, the participating entities developed a Monitoring and Remedial
Action Plan (MRAP). The intent of the plan is to provide a structured program to meet the requirements of the PA and is the program
document for a variety of potential mitigation approaches identified in the PA, with preservation in place as the guiding principle.
Reclamation and NPS will continue the ongoing task of identifying and evaluating newly exposed sites and features, and mitigating
ongoing adverse effects to known properties. Northern Arizona University personnel will continue database management and graphics
production. This project is a cooperative venture between the Service and the University whereby both entities will be cooperating in
the development and implementation of a research program directly related to management of cultural resources within GRCA. Grand
Canyon National Park will provide funds for University participation in the project and will collaborate in all aspects of the project.
This project will be implemented in and completed in FY2003.
