People credited with this unit standard are able to: assist with
determination of human resource requirements for a project;
assist with human resource control and stakeholder
management for a project; and contribute to conclusion and
evaluation of human resource practices and stakeholder
management for a project.

1
Legislation relevant to this unit standard may include but is not limited to: Health and
Safety in Employment Act 1992; Resource Management Act 1991; Human Rights Act
1993; Privacy Act 1993; Employment Relations Act 2000.

To demonstrate competence in this unit standard a candidate must be able to
provide evidence that they have contributed to the human resources management of
projects. This will include evidence of working with others to facilitate achievement of
project outcomes; practising resource management, including stakeholder
management; preventing and resolving conflict; and supporting and developing skills
in the project team. Evidence may be gathered from the candidate's contribution to
several simultaneous projects, or to one project over an extended period of time.

Definitions
Organisational requirements refer to instructions to staff on policy and procedures
which are documented in memo or manual format and are available in the workplace.
These requirements include but are not limited to – site-specific requirements and
company quality management requirements.
Work break-down structure is a planning tool or process which divides and subdivides the work of a project into smaller, more manageable work packages.

inspector, systems analyst, researcher, labourer, industrial chemist, accountant,
editor, writer, statistician.
Evidence requirements
1.1
Contribution assists analysis of work break-down structure to determine human
resource requirements in accordance with project and organisational
requirements.
1.2
Contribution assists assessment of skill levels of project personnel against
project task requirements.
1.3
Contribution assists stakeholder analysis, and stakeholder expectations are
quantified and qualified in accordance with project and organisational
requirements.
1.4
Contribution assists the assignment of responsibilities to enable the
achievement of project deliverables in accordance with delegated authority and
organisational requirements.
Outcome 2
Assist with human resource control and stakeholder management for a project.
Range
other parties may include – project manager, higher project authority, team
members, project specialist or other personnel.
Evidence requirements
2.1
Contribution assists the monitoring of project personnel work against assigned
roles and responsibilities in accordance with project plan and organisational
requirements.
2.2
Contribution assists the tracking, monitoring, and control of individual effort
against the project plan, and the review of skill levels against allocated tasks.
Contribution assists the determination of remedial action to be recommended to
other parties, where required, in accordance with project and organisational
requirements.
2.3
Contribution assists with tracking, monitoring, and controlling stakeholder
participation in and communication with the project staff, in accordance with
project plan and organisational requirements.
2.4
Contribution assists the advising of other parties when assigned responsibilities
are not met by project personnel, or stakeholder expectations are at variance
with project progress, in accordance with project and organisational
requirements.

2.5
Contribution assists the resolution of potential and actual conflicts between
team members, or the report to other parties for resolution, in accordance with
agreed dispute resolution processes.
2.6
Contribution assists the provision of human resource development opportunities
to individuals with skill gaps, in accordance with delegated authority and
organisational requirements.

management; general management; project administration, for
example computer applications and filing systems; specialist or
professional skills and career progression; interpersonal
communications; team building and group activities; coaching and
mentoring.

Contribute to the conclusion and evaluation of human resource practices and stakeholder
management for a project.
Evidence requirements
3.1
Contribution assists with assessing the overall effectiveness of the project’s
human resource management, and lessons learnt are documented, in
accordance with organisational requirements.
3.2
Any human resource issues are reported to other parties to aid the
organisational project management improvement process in accordance with
organisational requirements.
3.3
Contribution assists with stakeholder satisfaction analysis, and in post-project
operational review, in accordance with organisational requirements.

Providers must be granted consent to assess against standards (accredited) by NZQA,
before they can report credits from assessment against unit standards or deliver courses
of study leading to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Requirements for consent to assess and an outline of the moderation system that applies
to this standard are outlined in the Consent and Moderation Requirements (CMR). The
CMR also includes useful information about special requirements for organisations wishing
