Purpose
People credited with this unit standard are able to:
–
describe the legislative requirements for scaffolding in the
HSE Act;
–
complete and process required health and safety
scaffolding industry forms;
–
describe PPE in the scaffolding industry;
–
interpret legislative requirements that relate to public
protection in the scaffolding industry; and
–
interpret health and safety legislative requirements that
relate to inspection of scaffolding equipment.

This unit standard has been developed for learning and assessment in job or off-job
in a simulated environment

All tasks must be carried out in accordance with the Best Practice Guide (BPG)
based on:
a quality management systems;
b designer’s requirements and manufacturers' operating instructions; and
government and local government legislation, regulations, bylaws, Health and
Safety in Employment Act 1992, and Health and Safety in Employment
Regulations 1995;
c the most up to date version of the:

subsequent amendments and replacements.

Definitions
Scaffolding is defined in the BPG and in the Health and Safety in in Employment
Regulations 1995.

Evidence requirements
1.1
Describe the responsibilities of scaffolders under the HSE Act.
1.2
Describe and explain hazard management procedures for scaffolding in terms
of hazard identification sheets and proximity to power lines.
1.3
Describe and explain training and competency requirements for scaffolders.
Outcome 2
Complete and process required health and safety scaffolding industry forms.

Complete scaffolding industry health and safety notification forms.

PPE includes but is not limited to – hard-hats, boots, clothing, eye protection,
safety lines, belts, harness.

Describe PPE to be carried by scaffolders in industry.

Describe and explain use of PPE in industry.
3.3
Describe and explain maintenance and inspection of PPE in industry.

Interpret legislative requirements that relate to public protection in the scaffolding industry.
Evidence requirements
4.1
Interpret the legislative requirements for catch fans in terms of their relevance to
health and safety in the scaffolding industry.
4.2
Interpret the legislative requirements for screening and containment sheeting in
terms of their relevance to health and safety in the scaffolding industry.

before they can report credits from assessment against unit standards or deliver courses

Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
