Transition Arrangements
This qualification has been reviewed and replaced by the New Zealand Certificate in
Infrastructure Works (Projects) (Level 5) [Ref: 2619].
The last date for entry into training programmes or courses leading to the National
Certificate in Infrastructure Works Supervision (Level 5) with optional strands in Civil Plant
Management, Civil Works, Pavement Surfacing, Roadmarking, Road Works, and Rural
Contracting [Ref 1659] is 31 December 2016. The last date of assessment for the
replaced qualification is December 2018.
People currently working towards achievement of this qualification may either complete the
requirements or transfer their results to the replacement qualification. However, there are
substantial differences between the new and replaced qualifications, and it is
recommended that candidates complete the qualification in which they are enrolled. For
assistance please contact the Infrastructure ITO at the contact details given below.

The Core Elective in Ref: 1659 includes standard 23915, Analyse environmental factors
external to an organisation that may impact on a business and an individual's work role.
This standard will expire in December 2015. Candidates who wish to gain this standard
must complete assessment against the standard before its expiry. However, candidates
may also complete this elective section after December 2015 by selecting other standards
to meet the requirements.
The Core Elective in Ref: 1659 also includes standards 9734, Demonstrate knowledge of
workplace team leadership and teamworking, 18864, Apply sustainable environmental
management practices as a workplace supervisor, and 18051, Test roadmarkings. These
standards have expired. Candidates who have already been awarded these standards
may use them to meet the requirements of the elective, but no further assessments can be
undertaken against them.

Purpose
This qualification is designed for people who work in the infrastructure industry with
responsibility for supervising, managing and reporting on field activities and resources.
Holders of this qualification will have the knowledge and skills to supervise infrastructure
works and manage resources on multiple sites and/or large projects.
The compulsory section of the qualification recognises knowledge of infrastructure works
contracts, standards, and audit systems; essential skills for supervising infrastructure
works projects with responsibility for scheduling infrastructure works project resources;
protecting health, safety and the environment; monitoring project quality assurance; and
documenting infrastructure works projects.
The elective section of the qualification enables people to select standards covering
knowledge of the industry relating to contracts, road drainage, civil works, and notifiable
works, and complementary knowledge and skills in supervising infrastructure works
projects, general business practice, arranging workplace training, assessing competence,
temporary traffic management, roadmarking, and protecting health, safety and the
environment on infrastructure works sites.
This qualification contains optional strands that are not required for completion of the
certificate. However, these may be considered necessary for some employment contexts
within the infrastructure works industry. The strands recognise sector specific knowledge
and skills in civil plant management, civil works, pavement surfacing, roadmarking, road
works, and rural contracting.
This certificate builds on the skills and knowledge recognised by the:
 National Certificate in Infrastructure Works Supervision with optional strands in Asphalt
Surfacing, Chipseal Surfacing, Civil Works and Utilities, Road Works, Water, and
Wastewater [Ref: 1658].
Upon completion of this qualification, people may wish to consider other relevant Level 5
qualifications, such as the:
 National Diploma in Business (Level 5) with optional strands in Accounting, Finance,
Finance - Māori, Health and Safety Management, Human Resource Management,
Māori Business and Management, Marketing, People Development and Coordination,
Project Management, Quality Management, and Systems and Resources Management

Replacement Information
This qualification replaced the National Certificate in Civil Plant Management [Ref: 0253],
the National Certificate in Rural Contracting (Management) with strands in Agrichemical
Application, and Agricultural Contracting [Ref: 1003], the National Certificate in General
Contracting (Training and Assessment) [Ref: 1061], the National Certificate in Pavement
Surfacing (Multiple Sites Supervision) (Level 5) with strands in Asphalt, and Chipseal, and
with an optional strand in STMS Level 2 and 3 Roads [Ref: 1426].
Special Notes
It is recommended that candidates who are entering the industry at supervisory level
ensure they have an understanding of the infrastructure works industry by achieving credit
for Unit 22283, Demonstrate knowledge of occupational areas and structures in the New
Zealand infrastructure works industry, and/or Unit 6453, Demonstrate knowledge of
infrastructure civil works, which are in the core elective section of this qualification.
It is recommended that candidates undertaking Unit 11281, Prepare candidate(s) for
assessment against standards, Unit 4098, Use standards to assess candidate
performance, or Unit 7103, Determine the training requirements of individual adults for a
specified job, should also gain credit for Unit 18203, Verify evidence for assessment.
It is recommended that candidates for the Civil Plant Management Optional Strand
achieve credit for Unit 6437, Manage the hire of infrastructure works plant and equipment,
and Unit 6441, Cost and recommend plant, vehicle, or equipment options for infrastructure
works, which are in the core elective section of this qualification.
It is recommended that candidates for the Roadmarking Optional Strand achieve credit for
Unit 18051, Test roadmarkings, and Unit 21427, Perform complex industry calculations for
roadmarking application, prior to assessment against this strand.
