purpose:
This unit standard is a component of the industry selfregulation system for supervision of health and safety in the
civil infrastructure industry.
People credited with this unit standard are able to: prepare
for, conduct, and document worksite health and safety
meetings; and confirm worksite safety controls.

Evaluation of documentation and visit by NZQA and industry.
moderation option:
A centrally established and directed national moderation
system has been set up by Infrastructure ITO.
special notes:

The following legislation and documents must be
complied with:
Health and Safety in Employment Act 1992;
Contract plans and specifications;
Company and site safety plans.

Evidence is required from at least three meetings.
The communication of project information (such as
work progress and quality) at tailgate meetings is not
part of this unit standard.

Assessment against this unit standard must take place
in a workplace environment.
Assessment parameters will be dependent on company
and site specific equipment, procedures, and practices.
Practices must reflect industry best practice and comply
with legislative requirements.

Civil infrastructure worksite refers to a site with activity
relating to any of: the construction and maintenance of
infrastructure assets such as road, rail, port, airport,
and utilities; demolition; bulk earthworks; quarrying;
asphalt production; and bitumen storage and
application.
Company procedures refers to all documented policies,
procedures and methodologies of the candidate’s
employer at the time of training including but not limited
to those relating to health, safety, environment, quality,
and operations.
Infrastructure works refers to activities relating to: the
construction and maintenance of infrastructure assets
such as road, rail, port, airport, and utilities; demolition;
bulk earthworks; quarrying; asphalt production; and
bitumen storage and application.
MSDS means material safety data sheet.
OSH means Occupational Safety and Health Service of
the Department of Labour.
Site safety plan means the comprehensive plan dealing
with issues relating to health, safety and the
environment. This plan may be generic or site specific
and includes an emergency plan.
Worksite health and safety meeting means a meeting
held at the worksite to communicate health, safety, and
environmental matters to worksite personnel. These
meetings are held regularly and when a need arises.
They are often part of a tailgate or toolbox meeting.

Relevant worksite personnel are advised of meeting time and venue in
accordance with company procedures.

Meeting topics are collected from on site personnel in accordance with
company procedures.

forepersons, leading hands, subcontractors.

Meeting topics include specific instructions from management.
1.4
Meeting topics are determined in consultation with other contractors or service
providers working on site.

Meeting topics include information from client or engineer to the contract.

All attendees are encouraged and given the opportunity to contribute at a
meeting.

Confirm worksite safety controls.

3.1
Confirmation ensures that hazard identification, assessment, and controls are
updated for each worksite in accordance with company procedures and
legislative requirements.
3.2
Confirmation ensures that plant and equipment being used or stationed on
worksite is fit for purpose and safe for use.
3.3
Confirmation ensures that personal protective equipment is fit for purpose and
replacement items are available as required.
3.4
Monitoring ensures that work processes continue to be safe and that safety
controls remain in place.
3.5
Confirmation ensures that environmental controls are present and maintained in
accordance with legislative requirements and company procedures.
3.6
Confirmation ensures that, where present, hazardous substances are labelled,
stored, and controlled in accordance with MSDS, legislative requirements, and
company procedures.

Document worksite health and safety meetings.

4.1
Meetings are documented in accordance with company procedures and
industry best practice.
Range:
includes – meeting date, meeting location, attendees;
may include – instruction, recommendation, required action,
accident, incident, notification of work.
4.2
Meetings are recorded concisely, accurately, and legibly in accordance with
company procedures.
4.3
Records are distributed and outputs and/or recommendations from the meeting
are reported within the organisation in accordance with company procedures.
Range:
includes but is not limited to – filing site copy, notifying relevant
personnel.

Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for providers wishing to
develop education and training programmes, such as minimum qualifications for tutors and
assessors, and special resource requirements.
