The range statements across the unit standard can be applied according to industry specific equipment, procedures and processes. 2 Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop. 3 Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the Electricity Act 1992, and any regulations and codes of practice recognised under that statute; the Health and Safety in Employment Act 1992; and the Resource Management Act 1991. Electricity supply industry codes of practice and documented industry procedures include the current version of the Safety Manual – Electricity Industry (SM-EI) Wellington: Electricity Engineers’ Association. A full list of current legislation and industry codes is available from the Electricity Supply Industry Training Organisation, PO Box 1245, Hamilton 3240. 4 The phrase in accordance with industry requirements is implicit in all outcomes and evidence requirements in this unit standard. 5 Industry requirements include all asset owner requirements; manufacturers’ specifications; and enterprise requirements which cover the documented workplace policies, procedures, specifications, business, and quality management requirements relevant to the workplace in which assessment is carried out. 6 Compliance audit is defined as an independent review conducted to compare some aspect of the permit system performance with a standard for that performance. Audit includes inspection, assessment or other examination. Outcomes and evidence requirements Outcome 1 Plan a compliance audit of equipment operation within the electricity supply industry. Evidence requirements 1.1 Plan determines type of audit to be used. Range 1.2 audits include but are not limited to – internal, external, third party (independent regulatory agencies). Plan includes all basic steps of the audit process. Range includes but is not limited to – timing, scope of audit, meetings, compliance audit, methods for gathering evidence, audit report, corrective action, continuing surveillance, return audits. 1.3 Plan includes methods for recording and reporting audit results. 1.4 Plan includes findings verified with evidence, and corrective action to be taken or recommendations. 1.5 Pre-audit meeting confirms project scope, plan and boundaries. Outcome 2 Conduct an on-site compliance audit of the operation of equipment within the electricity supply industry. Evidence requirements 2.1 Operation of equipment within the electricity supply industry is observed to determine compliance. Range 2.2 includes but is not limited to – asset owner requirements, employer requirements, legislative requirements, controller/issuer responsibilities and documentation requirements, impact on work activities. Equipment operation logs within the electricity supply industry are checked for compliance. Range includes but is not limited to – the log, operating forms, permit forms, assurance forms. Range 2.4 Observations of equipment operation determine compliance in terms of operating limits, operating sequence, operating protocols, and manufacturer’s specifications. 2.5 Observations of equipment operation after fault determine compliance. includes but is not limited to – weather, season, time of day, location, environment, work activities, other known factors. Range Outcome 3 Report audit findings on operation of electricity supply equipment. Evidence requirements 3.1 Audit findings are reported in terms of findings, compliance, non-compliance, outline of the audit process, assessment of the investigation, and the scope and impact of the results on the organisation. 3.2 Potential incidents of non-compliance or unsafe situations are determined and recorded. 3.3 Recommendations to reduce or eliminate areas of non-compliance in the operation of equipment are made. Industry Training Organisations must be granted consent to assess against standards by NZQA before they can register credits from assessment against unit standards. Providers and Industry Training Organisations, which have been granted consent and which are assessing against unit standards must engage with the moderation system that applies to those standards.
