Near hit is an accident or an incident that does not result in a reportable/serious harm injury. New Zealand Qualifications Authority 2016 19561 version 2 Page 3 of 5 Elements and performance criteria Element 1 Develop or review a health and safety plan for an agricultural contracting workplace. Performance criteria 1.1 Responsibilities for the management of health and safety plan for an agricultural contracting workplace are identified in terms of the HSE Act. 1.2 A health and safety policy statement, applicable to a given workplace, is developed or reviewed in terms of the work carried out, in accordance with Guidelines for the Provision of Safety, Health and Accommodation in Agriculture and any other applicable requirements. 1.3 Employee's responsibilities in respect of the employer are outlined in accordance with the health and safety policy statement. 1.4 Employer's responsibilities in respect of the employee are outlined in accordance with the health and safety policy statement. 1.5 A health and safety plan for the workplace is developed or reviewed in terms of respective roles and responsibilities. Range includes but is not limited to – hazard identification and control; communication; training and/or supervision; accounting for accidents, near hits, serious harm. Element 2 Implement the health and safety plan. Performance criteria 2.1 Hazards in the workplace are identified in accordance with the health and safety plan. 2.2 Employees are involved in hazard identification in accordance with the health and safety plan. 2.3 Hazards identified as significant in terms of the HSE Act are controlled in accordance with the health and safety plan. 2.4 Employees are informed of identified hazards and control procedures in accordance with the health and safety plan. 2.5 Implementation ensures employees receive training and/or supervision in accordance with the health and safety plan. Range evidence may be from actual or simulated situations. Performance criteria 3.1 A register of accidents, near hits, and serious harm is maintained in accordance with the health and safety plan. 3.2 All instances of serious harm are reported to the Occupational Safety and Health Service of the Department of Labour in accordance with the health and safety plan. 3.3 Accidents are investigated and remedial action is taken, in accordance with the health and safety plan. Element 4 Develop an emergency action plan for the agricultural contracting workplace. Performance criteria 4.1 Potential emergency situations are identified in accordance with the HSE Act. 4.2 Emergency procedures are determined in accordance with the HSE Act. 4.3 Employees are involved in identifying emergencies and developing the emergency plan action plan, in accordance with the HSE Act. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
