Senior Short-term Training Manual Development Expert on CSO Management

Background of the assignment

The general objectives of the project Technical Assistance for Civil Society Organizations (TACSO) are to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purpose of the project is to:

 Increase and improve the capacity and actions of CSOs and to

 Improve the democratic role of CSOs.

An important activity under this heading is the implementation of trainings, which aim to increase the capacity of CSO representatives from the region in a number of key areas. The main objective is to enhance the knowledge and skills of the selected CSO representatives from the region in a specific field by offering them new knowledge on contemporary methodologies and techniques as well as the opportunity for practical knowledge. During the spring 2010 TACSO has implemented five Regionl Training Programs within the project component „Capacity development“ targeting experienced and well-established Civil Society Organisations (CSOs) and their representatives from the Western Balkans and Turkey. The implemented Regional Training Programs were:

Regional Pilot Training Program on EU Fundraising;

2.

Regional Training Program on CSO Management;

3.

Regional Training Program Developing and managing EU projects;

4.

Regional Training Program on Citizens’ participation in the decision-making processes;

5.

Regional Training Program on Advocacy and lobbying.

The Regional Training Programs were designed in three modules and implemented accordingly, namely, Module 1- Regional training, Module 2 - Practical Assignment (learning by doing) and

Module 3 - Regional follow up training.

developing a „Training Manual on CSO Management“for the CSOs in the region. The manual will be designed to be resources for CSOs as well as the trainers conducting trainings in the field of organisational development of CSOs. The Manual is supposed to also serve as a resource material for the development of TACSO Online Courses in the future.

A consultant (organisation or individual) will be recruited to undertake the design and development of „Training Manual on CSO Management.”

Scope of the assignment

Under the direct supervision and guidance of the Regional Training Coordinator, and in consultations with Team Leader, the consultant will undertake the following tasks:

 Propose a draft outline of the content of the Training Manual based on this ToR and the materials developed during the regional training on the topic;

 Collect the relevant practical examples, cases, figures, statistics etc. from the Civil Society context in the region;

 Develop a draft and final version of the Training Manual to a standard acceptable to TACSO that does not exceed 50 A4 pages, Times New Roman 12;

 Develop a toolkit adequate for the content of the Manual (note that toolkit is not included in the max A4 50 pages of the Manual).

The final Training Manual must:

 Explain the usefulness of the Training Manual in terms of its significance for the internal capacity development of CSOs and its practical utility in everyday operations;

 Present and explain all the aspects and processes of the organisational development that are relevant and important for CSO to increase and strengthen their internal capacities;

 Define and explain key concepts related to CSO Management in a simple and practical manner;

 Present how to initiate and lead the process of internal capacity development interventions which encompasses the inclusion of the staff and possibly other relevant stakeholders as well as the encouragement and motivation to undertake organisational improvements required;

 Give practical examples, cases, success stories etc. from the CSOs in the region that illustrate the conceptual part of the Training Manual;

 Provide relevant tools and instruments to be used by CSOs for internal capacity development measures and activities;

 Be written in an interactive and inspiring way so that it encourages reflection , learning culture, dialog and inclusion (include discussion questions at the end of each chapter);

Deliverables and timeframe

The consultant will perform required duties within a period of up to 30 days in the period between

15 July and 30 August 2010.

The consultant is responsible for the following deliverables:

Submission of a final work plan and revision of the assignment’s Terms of

Reference including a detailed outline of the Manuals’ content and accompanying tools

Collection of data such as case studies, figures, statistics, information on relevant legislation etc. in the region with the assistance of Regional

It is important to emphasise that appropriate approach and content will be chosen by the consultant. The parameters outlined in the ToR should be taken as indicative. It is expected that the elaboration of a detailed content of the Training Manual will be done in close cooperation with the

Regional Training Coordinator.

Training Manual must be written in the English language. TACSO is responsible for proof-reading, final formatting, editing and layout of the Manual.

Competences and qualifications

Education:

 University degree in social sciences with focus on organisational development, or other relevant discipline;

 Advanced degree is an asset.

Experience:

 Proven and substantial experience designing and developing training manuals to finalised status, or materials of similar kind;

 At least ten years’ experience in the field of organisational development, preferably in the context of Civil Society in the Western Balkans and Turkey;

 At least ten years’ of experience in conducting trainings.

Language:

 Excellency in the English language, both written and oral, required.
