TERMS OF REFERENCE
for two Senior Short Term Expert (STE) for
a training and consultancy for CSO on:
“Public relations”
Background of the assignment
The general objectives of TACSO -Technical Assistance for Civil Society Organisations project are
to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within
the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for
the CSOs in the democratic process. The main purposes of the project are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
An important activity under this heading is the implementation of national capacity building
programmes, which aim to increase the capacity of CSO and CSO networks in a number of areas
contributing democratization processes.
Specific objectives of the training and consultancy is:
• To increase knowledge and skills of the CSO regarding public relations and development of
Communication plan
Scope of the Assignment:
Scope of the assignment is design and implementation of a consultancy for CSOs on:
“Public relations” for selected CSOs from Montenegro.
Under the overall guidance of t the Resident Advisors of Montenegro, the duties and responsibilities
of the short term expert are as follows:
 Develop a detailed training plan for a two-day training on “Public relation”
 Deliver a training program for selected CSOs from Montenegro;
 Deliver a additional consultancy for selected CSOs from Montenegro in preparation of draft
Communication plan
 Prepare and deliver a training report one week after the completion of training activity
highlighting the training delivery process, results achieved, participants’ satisfaction with the
trainer and training methodology, main conclusions and recommendations for future
activities, etc. Part of this report will also be annexes containing the main products created by
participants during the training program.
Activities to be carried out:
 Determining the most effective delivery methods and applicable training instruments for the
participant group to achieve the training objective and measurable outcomes, including

appropriate adult learning techniques (interactive approach, short lecture, group work
discussions, case studies, etc).
Delivery of a two-day long training module for 10 selected CSOs from Montenegro on
topic “Public relation”;
Deliver consultation (comments) for 10 selected CSOs in development of concrete
Communication plan
Draft standard evaluation documentation for training session.
Prepare reports on training content and results as stated under Scope of Assignment
Deliverables/results.
By the end of the assignment, short term expert should deliver to the Team Leader and RA:
 A training outline and training program for selected CSOs from Montenegro.
 draft Communication plans (with main sections of plan) for 10 selected CSOs
 Final reports on content and results of training, including evaluation reports and participants
deliverables
Location of the assignment.
 Training strategic planning (two-day+one day): Budva, Podgorica (Montenegro)
 Consultancy for preparation of draft version of the documents: Podgorica, Montenegro
Duration and timing of the assignment
The assignment is planned to take place during the following period:




Training: 20.-22. June 2014.
Additional consultancy in development of draft versions of documents: 16. -26. June 2014.
Second one day module 12. July, 2014
Reporting: by 15. July, 2014.

The preparation work will take place as home work from 15. June, 2014. and detailed training plan
be submitted to the RA for approval not later than 18. June, 2014.
Profile of the STE:


University degree in social sciences, advanced degree is an asset.
At least 5 years working experience with civil society and training topic.

This project is funded
by the European Union.
At least 5 years of training experience with CSOs or relevant organisations, with a specific
focus on training topic and documents (communication plan)
Excellent knowledge of Montenegrin context (national and local level)
Excellent facilitation and communication skills
Fluent in Montenegrin/Serbian/Croatian and English
Applicants must be independent and free from any conflict of interest. Note that civil servants and
other staff of a beneficiary public administration may not be recruited as STE unless to prior written
approval has been obtained from Contracting Authority.
Monitoring and evaluation of the STE:
The activity will be monitored by the Resident advisor of Montenegro and the Team Leader as well.
STE will deliver a mission report to the RA/Team Leader before remuneration.
