Topic: Comments on the Chief Executive’s Policy Address
1) The first policy proposal that I select is related to the preserve of historical
relic. That is conserving Central. The second proposal that I select is related
to the environment. That is the replacement of Incandescent Light Bulbs by
Compact Fluorescent Lamps. (45 words)
2) The main idea of the first proposal is to convert the idea of developing
Central as a commercial land. Inverse, offer spaces to the excellent quality
and preserve the history in Central. The main idea of the second proposal is
to offer coupons to citizens in buying the Compact Fluorescent Lamps. (52
words)
3) I quite agree with the first proposal, conserving Central. In recent years, the
ferry pier’s dismantlement has brought out many arguments. Therefore, this
proposal can prove that the government has received complaints from the
citizens and strengthen citizens’ confidence in the government. But this need a
huge sum of money that will lead to financial problem and may cause serious
air pollution. Besides, the residents who live in Central and the commercial
organization which rents the building in Central will suffer a lot. So the
government should listen to citizens’ opinions before further actions. I am not
quite satisfied with the second proposal, providing coupons to citizens in
buying the energy saving light bulbs. Although this may awake citizens to look
squarely at the environmental problem, this proposal seems to be threatening
citizens that they must buy those Compact Fluorescent Lamps. Besides, if the
citizens refused to use these coupons, it will lose the original meaning of
providing the coupons. So I advise the government should consider the
effectiveness of this proposal discreetly. Despite there are so many arguments
and complains among the society, the government still defends this proposal.
Instead of using this proposal, why doesn’t the government think of a better
way? Maybe the government can use a "tariff rebate" approach that is when
the electricity consumers save up to a certain energy standards, they will
receive a tariff rebate. This can efficiency helps and encourages people in
developing energy-saving habits. (259 words)
