COMMITTEE POLICIES
1) Each Committee is to pick there own Chairperson & recording secretary on an annual
basis, unless the committee is a project/leadership committee.
2) Membership on a committee is encouraged throughout the county.
a) Committees are open to all enrolled Leaders and youth 6th grade and up who are
enrolled in the youth leadership project.
b) New members are encouraged to participate on committees.
c) Sign-up sheet for Committees will be available at the January Meeting.
3) Each Committee shall have the responsibility of planning & carrying out Association
functions as related to their area of responsibility. This shall include:

Yearly plans/goals
Budget Requests
Rules & Regulations
Time Frame of events
Final financial report
4) Committee chairs are responsible for making sure committee progress and decisions are
reported to the Leader’s Association. If a representative will not be present at the meeting
the report must be submitted to Vice President.
5) Each committee shall also create voting guidelines for any decisions made. Such as only
assigned committee members, all people at a meeting, or each club.
6) Project/Leadership committee expenditures are to be pre-approved by their committee
before submitting to Executive Board for payment per the Association Reimbursement
Policy.
Project/Leadership committees that are chartered will need to provide written guidelines and or
a constitution with in one year from its start date to the 4-H Youth Development Agent.
Chartered committees must complete the 4-H Annual Charter Renewal Packet that includes
critical communication, legal, financial and educational accountability requirements. This is
submitted to the county UW-Extension office by the due date.
