1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section

Reporting to the Mountain West Clinical Translational Research—Infrastructure Network (CTR-IN)
Project Coordinator and under the general supervision of the CTR-IN Principal Investigator , the
Coordinator manages the activities of the Scientific Review and Mini-Grant Unit of the
Administrative Core Key Component Activity (KCA) for the Mountain West CTR-IN. The CTR-IN is
a consortium involving 13 universities in 7 states in partnership with the National Institutes for
Health (NIH). The incumbent supports the scientific review process for the pilot grants, visiting
scholar awards, mini-sabbaticals and mini-grants offered by the CTR-IN for junior faculty. The
incumbent organizes and manages ad hoc scientific reviews for proposals that investigators funded
by the program intend to submit to the NIH and other major funding agencies. The position reports
to the CTR-IN Principal Investigator (PI).

30% - External Advisory Committee and Scientific Reviewers
NIH has awarded the consortium Universities with $XX which is disbursed to multiple researchers.
The University of Nevada, Las Vegas (UNLV) holds the overall grant funding; sub-awards are
hosted by the home institution. This position and its supervisor coordinate the application process
for sub-awards on an annual basis.
 Support the Chairman of the External Advisory Committee (EAC) with all aspects of EAC
business
 Coordinate interactions with the Project Coordinator and the External Advisory Committee
 Organize and facilitate meetings of the EAC, including travel and video conferencing
 Coordinate the research proposal review process in conjunction with Project Coordinator
 Recruit scientific reviewers from consortium universities; maintain a bank of reviewers
 Ensure reviewers are properly set-up as independent contractors and payments occur
 Assign reviewers to research proposals according to scientific specialty areas and facilitate
review process by sending proposals to reviewers and collecting review data timely
 Collect, compile, organize and distribute reviewer data to the EAC for final selection of subawardees
 Analyze reviewer data for validity, consistency and trends and offer preliminary
recommendations regarding reviewer quality to the Project Coordinator
 Communicate with applicants regarding application status
 Monitor and track the process of sub-awards granted by the Committee
20% - Pilot Grants Coordination
The consortium has the ability to award a one-time $10,000 pilot grant. The position coordinates
the proposal review process with the University of Montana.
 Maintain a pilot grant reviewer bank in Mountain West CTR-IN Portal database
 Coordinate summaries of the review process with the University of Montana and prepare
materials for review and recommendation by the CTR-IN Internal Advisory Committee
 Coordinate documents for review and recommendations by the CTR-IN EAC
 Maintain records of proposals received and those awarded

20% - Visiting Scholarships and Mini-Sabbaticals Coordination
 Coordinate the internal and external review process for Visiting Scholar and Mini-Sabbatical
Awards (process includes one internal faculty member from the Education and Mentoring
Key Component Area at UNLV and an EAC representative)
 Recruit potential reviewers and maintain a reviewer database
 Coordinate communications with reviewers
 Communicate with applicants regarding application status
20% - Mini-Grants Administration Coordination
 The consortium works with researchers to submit applications to the NIH for smaller grant
requests. The consortium reviews proposals and selects which should go before the NIH for
consideration and coaches researchers on the NIH process) Support the Principal
Investigator of the Mountain West CTR-IN Program with all aspects of Mini-Grants
administration
 Work in partnership with the Mountain West CTR-IN Program’s web developer in updating
the Mini-Grants web page on a regular basis to solicit applications
 Coordinate the internal and external review process for Mini-Grants (process includes an
internal faculty reviewer and an EAC representative)
 Ensure proper research approvals from the researchers home institution exist such as IRB
and are included with the mini-grant materials
 Organize selected mini-grant documents for NIH review
 Coordinate a researcher preparatory program (mock-study sections) for NIH selection
process to increase success of consortium researchers with proposals under review by the
NIH
 Monitor and track the progress of Mini-Grants awarded
 Coordinate sub-contracts for Mini-Grants with the CTR-IN Fiscal Staff at UNLV
 Monitor invoicing and spending for Mini-Grants
10% - Ad Hoc Panel Reviews of External Grant Proposals
 Coordinate the Ad Hoc Review service of the CTR-IN
 Receive applications for Ad Hoc Reviews and interact with the requesting investigator to
clarify needs
 Identify appropriate members of review panels to act as ad hoc reviewers
 Coordinate the distribution to reviewers of proposals and related materials
 Facilitate all aspects of the review sessions including scheduling, video conferencing, and
post-session summaries
 Coordinate honoraria for reviewers
 Track the outcomes of the proposals reviewed
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division
and/or the university as a whole.
Level of Freedom:
The Coordinator is accountable to the leadership of the Mountain West Clinical CTR-In and the NIH
Program Office for the scientific review activities that are an essential requirement for the
continuation of the $20.3 million grant involving 13 universities in 7 states. The position must be
knowledgeable in various research topics to know the right questions to ask when discussing new
proposals with researchers and to provide advice on general program questions and appropriate

home institution Institutional Review Board information for use of human or animal subjects in
research. The position consults with the PI on issues of non-submission or non-review of proposals
by assigned reviewers.
Impact:
Failure to perform responsibilities of the position efficiently, effectively and accurately in organizing
and conducting the scientific review activities, and in summarizing and reporting the results of those
would endanger the continuation of the $20.3 million grant. Failure to gather and provide accurate
program information to researchers and reviewers could cause damage to researchers’ success in
their research projects as well as impact the reputation of individual universities and the overall
program.
