Objective In accordance with Section 2.01 of the Transmission Operating Agreement (“TOA”), to maintain a current version of Schedule 2.01(a) and Schedule 2.01(b) of each PTO’s Category A Facilities and Category B Facilities on the ISO-NE Transmission Provider home page (“ISNE Page”) on the New England OASIS (see the ISNE “bubble” on the http://www.oatioasis.com/isne_default.htm). B. Format of individual PTO Schedule 2.01(a) and 2.01(b) Lists An individual PTO’s listing of its operational Category A Facilities and Category B Facilities shall be combined into a single document (“Individual PTO Schedule 2.01(a) and 2.01(b) List” or “IPS2.01A/BL”). Refer to the examples for a visual representation of the following descriptions. 1. IPS2.01A/BL Format Each page of a PTO’s IPS2.01A/BL shall comply with the following: a. Document Font The font utilized in the IPS2.01A/BL will be Times New Roman 11 pt font; b. Page Headers Page Headers shall indicate the schedule number (Schedule 2.01(a) or Schedule 2.01 (b)), the PTO name, and the facilities category for the page (Category A Facilities or Category B Facilities); c. Page Footers Page Footers shall indicate the PTO abbreviation and page number (e.g., BHE - 1, BHE - 2, etc.), the name of the individual revising the page, and the effective date of the page revision (which is the later of (a) the date that the most recently added, modified or reclassified listed transmission facility became operational, (b) the date that the most recently reclassified listed transmission facility was modified, or (c) the date that the recently retired transmission facility was taken out of operation); d. Column Headers Three column headers, which reflect the listed facilities, shall include: i. For transmission lines, the column headers shall be: Circuit #, Stations, and Voltage (kV); ii. For transformers, the column headers shall be: Transformer #, Station, and Voltage (kV); and iii. For interconnected facilities, the column headers shall be: Interconnected Facility, Interconnected Point, and Operating Range (MVAR);1 e. No Facilities in a Category If the PTO does not have any transmission facilities in a category, then the listing for that category shall state, as applicable: “The PTO does not have any Category A Facilities.” or “The PTO does not have any Category B Facilities.” f. Notes Notes, if any, shall be located at the bottom of the page to which they apply; g. Asterisk indicating Multiple Owners The listing of a transmission facility that is owned by more than one PTO shall have a footnote indicate that “The transmission facility is owned by more than one PTO.”; and 1 Currently, the Chester SVC Facility is the only recognized “interconnected facility”. 1 PTOAC / ISO-NE Process for Coordinating Updates to TOA Schedules 2.01(a) and (b) This Version 1.4 was supported by the PTOAC on 07/24/2013 and by the ISO on 07/24/2013 h. Revisions History The Revision History, which will be located on the last page of the IPS2.01A/BL, shall include: i. The revision number (previous revision number plus 1); ii. The revision date the date of the revision (which is the date that the PTO submits the IPS2.01A/BL to the ISO); and iii. A statement summarizing the additions, modifications, retirements or any reclassifications reflected in the revision. Examples of the IPS2.01A/BL format for Schedule 2.01(a) (see Example 1) and Schedule 2.01(b) (see Example 2) may be found in Appendix A, below. C. IPS2.01A/BL Development, Submittal, Review, Acceptance and Posting 1. PTO Development of IPS2.01A/BL A PTO that has operational Category A Facilities or Category B Facilities is required, on a timely basis, to develop, maintain, and update its IPS2.01A/BL in accordance with Section 2.01 of the TOA and submit the IPS2.01A/BL to the ISO for posting on the OASIS. 2. PTO Submittal of IPS2.01A/BL On a timely basis, each PTO shall submit a new or revised IPS2.01A/BL via e-mail to the designated “ISO Operations Support Services Contact Person” (“OSS Contact Person; Norman Sproehnle, nsproehnle@iso-ne.com). The e-mail containing the IPS2.01A/BL shall include: i. A subject line that states “For ISO Review - New/Revised IPS2.01A/BL”; ii. A statement that requests ISO to post the IPS2.01A/BL on the ISNE Page following their review and acceptance of the PTO submittal; iii. A redline version of the IPS2.01A/BL in Word format; iv. A clean version of the IPS2.01A/BL in Word format; and v. A clean version of the IPS2.01A/BL in PDF format. In cases where a PTO has not provided a new or revised IPS2.01A/BLs, the ISO will presume that the PTO does not have any (a) Category A+B Facilities, or (b) revisions to its posted IPS2.01A/BL. 3. ISO Review, Acceptance and Posting of PTO Submitted IPS2.01A/BLs a. ISO Review of PTO Submitted IPS2.01A/BLs Upon receipt of a submitted IPS2.01A/BL, the OSS Contact Person shall, on a timely basis, review the submitted IPS2.01A/BL and determine if the listing is consistent with ISO New England Operating Documents and ISO’s understanding of what transmission facilities are currently in operation. i. If the ISO determines that there are issues with the submitted IPS2.01A/BL, 1. The OSS Contact Person will work with ISO System Planning and the PTO to resolve any questions or concerns, as necessary; and 2. Following the resolution of the questions or concerns, the PTO will submit a revised IPS2.01A/BL, as necessary. b. ISO Acceptance of PTO Submitted IPS2.01A/BLs Once the ISO determines that the submitted IPS2.01A/BL is consistent with ISO New England Operating Procedure No. 3 - Transmission Outage Scheduling (OP 3) and ISO’s understanding of what transmission facilities are currently in operation, the OSS Contact 2 PTOAC / ISO-NE Process for Coordinating Updates to TOA Schedules 2.01(a) and (b) This Version 1.4 was supported by the PTOAC on 07/24/2013 and by the ISO on 07/24/2013 Person will accept the submitted IPS2.01A/BL and, on a timely basis, forward the accepted IPS2.01A/BL via e-mail to designated ISO Reliability and Operations Support (“ROS”) staff (Bruce Kay) and request that the document be posted on the ISNE Page. The e-mail shall contain a subject line that states “For Posting on OASIS - IPS2.01A/BL”. The e-mail containing the IPS2.01A/BL shall include: i. A subject line that states “For Posting on OASIS – Accepted IPS2.01A/BL”; ii. A statement that indicates that the attached PTO submitted IPS2.01A/BL has been accepted by the ISO and requests ROS staff to replace the currently posted IPS2.01A/BL (if any) on the ISNE Page with the attached IPS2.01A/BL; and iii. The PTO submitted clean version of the accepted IPS2.01A/BL in PDF format. c. ISO Posting of PTO Submitted IPS2.01A/BLs On a timely basis following the receipt of the “For Posting on OASIS - IPS2.01A/BL” e-mail. ROS staff will: i. Replace the currently posted IPS2.01A/BL (if any) on the ISNE Page with the attached accepted IPS2.01A/BL. This posting indicates that the ISO has accepted the IPS2.01A/BL; and ii. Notify the PTO (with a carbon copy to the ISO Transmission Planning staff that coordinates revisions to the PTF Catalogue (currently Barbara Lynch)) when the accepted IPS2.01A/BL was posted. D. PTO Update of PTF Catalog Within 30 days following the receipt of ISO’s notification that the IPS2.01A/BL has been posted on the ISNE Page, the PTO shall provide corresponding PTF Catalog updates to the ISO Transmission Planning staff that coordinates revisions to the PTF Catalog (Barbara Lynch, blynch@iso-ne.com). E. Termination Either the PTO-AC or the ISO may unilaterally terminate this procedure with 30-days notice. F.
