Update
One of the after-effects of the September 2011 Southwest power outage is a new TPL standard.
TPL-001, 002, 003, and 004 are all combined into one standard TPL-001. However,
enhancements have “raised the bar” from the previous standards. More restrictions have been
placed on load shedding, and more contingencies must be modeled. NWMT is now required to
have a yearly Planning Assessment that follows the new standard. In all, there are 65 requirements
and sub-requirements in this standard. Another after-effect, addressed in PRC-002, which
becomes effective July 1, 2016, examines system disturbance monitoring. NWMT will have to
install several disturbance monitors (Fault Recorders) at various strategic locations.
TPL-001-WECC-CRT-3, which is the WECC Regional Variance that will become part of the
TPL-001 requirements, is awaiting approval from the WECC Board of Directors. The final version

MOD-031-2, Demand and Energy Data, was approved by FERC on February 18, 2016. This
standard provides authority to collect Demand, energy and related data to support reliability
studies and assessments. NWMT may cite this standard for its annual Load and Resources Data
Collection request. It replaces MOD-016-1.1, MOD-017-0.1, MOD-018-0, MOD-019-0.1, and
MOD-021-1, which are otherwise known as MOD C Standards.
MOD-032-1, Data for Power System Modeling and Analysis, was approved by FERC on May 1,
2014. It replaces MOD-010-0, MOD-011-0, MOD-012-0, MOD-013-1, MOD-014-0, and MOD015-0.
MOD-033-1, Steady-State and Dynamic System Model Validation, was approved by FERC on
May 1, 2014. This is a new standard, and it requires each Planning Coordinator to implement a
documented process to perform model validation within its planning area. It requires planning
models to be compared with accurate data from the live system.
