The study request window for the 2013 Transmission Expansion Planning Policy Committee (TEPPC)
studies opened on November 2, 2012 and will remain open until midnight January 31, 2013 in
accordance with the provisions of the TEPPC Transmission Planning Protocol.
The TEPPC Protocol describes the process for the development of the 2013 TEPPC Study Program
(timeline attached). Its key points (and applicable paragraphs) are as follows:

All requests received by January 31, 2013 will be combined into a single list and considered
for inclusion in the Study Program. (6.6.3)

The Technical Advisory Subcommittee (TAS) will consider all requests received and will
suggest possible options to TEPPC for combining or consolidating requests. All requests and
TAS suggestions will be posted on the WECC website. (6.6.4)

TEPPC will convene an open meeting (February 6-7, 2013) to review requests received. All
requesting parties are invited to attend and participate. Additional meetings may be held, if
necessary. (6.6.4)

TAS will prioritize the study requests following the TEPPC meeting using the Protocol criteria
(6.6.4), and will develop the Study Program based on the prioritized list.

The proposed (draft) Study Program will be posted on the WECC website by April 11, 2013.
(6.6.5)

Requests for reconsideration of the Study Program are due to TEPPC by April 25,
2013. TEPPC will respond to requests for reconsideration by May 28, 2013, and will post the
final Study Program at that time. (6.6.5) In addition, during this year’s TEPPC Study Request
Window, WECC is also requesting updates to environmental and cultural data. If you have
information that you would like included, please use the study case submittal process.
If you plan to submit a study request, please see the attached Addendum for directions and
background information. All requests must be submitted by 11:59 p.m. MST on January 31,
2013.
