Objectives
Participants will learn:

Budget Manager
Responsibilities:
– Ensure that the department operates its
financial affairs in accordance with the
University’s Policies and Procedures
– Have a thorough understanding of the
University’s Policies and Procedures
– Participate in the design and implementation
of the department’s strategy
Budget Manager
Responsibilities cont’d:
– Ensure that all employees have appropriate
access to the finance system
– Ensure that employees have the skills and
training necessary to operate the finance
system
– Ensure that all employees within the
department are aware of the University’s
Policies and Procedures
Budget Manager
Responsibilities cont’d:
– Coordinate and implement a plan for
operational continuance in the event the
Budget Manager or members of the approval
chain are unable to perform their duties
Budget Manager
Duties:
– Management of the department’s operating
budget
– Coordinate the development of the
departments operating budget with the Vice
President or Dean
– Coordinate inter-department relations to
ensure transactions flow smoothly
Budget Analyst
Responsibilities:
– To ensure the departments operate in
accordance with the University’s Policies and
Procedures
– To coordinate the development and
implementation of the University’s Annual
Operating Budget as approved by the Board
of Trustees
Budget Analyst
Responsibilities cont’d:
– Ensure the timely availability and integrity of
financial data for institutional decision-making
– Provide management with analysis and
feedback about budgetary problems
– To coordinate the development of the
departments operating budget requests
Budget Analyst
Duties:
– Monitor department’s operating budgets
– Process budget amendments
– Implement the approved Annual Operating
Budget
Budget Analyst
Duties cont’d:
– Compiles the University’s Operational
Budgets
Examine budget estimates for completeness,
accuracy and conformance with established
policies
Ensure budget estimates are reasonable and
adequate
Budget Analyst
Duties cont’d:
– Assist Budget Managers in assessing
operating efficiency of systems and processes
– Develop guidelines and polices governing the
formulation and maintenance of operating
budgets
– Conduct training sessions for Budget
managers
– Assist in determining ways to improve
operational and cost performance
Budget Analyst
Duties cont’d:
– Review policies and procedures to ensure
that the University’s policies and procedures
are being followed as planned
– Evaluate operational procedures to determine
whether results are consistent with
established objectives and goals and whether
the procedures are being carried out as
planned
