S.G.A. SENATE MEETING April 27, 2015 The meeting was called to order in the Leaders Suite of the Donald G. Bollinger Student Union at 4:00 p.m. Presiding officer was Vice President Mary Sauce. The Recording Secretary was Dolly McGeever. The pledge was led by Senator Austin Wendt and the prayer was given by Senator Tommy Thibodeaux. The Nicholls Student Government Association Mission Statement was read by Senator Les Theriot and Senator Emily Sauce read the first value of the Nicholls Creed. The following Executive Board members were present: President Adam Lefort, Vice President Mary Sauce, Treasurer Bobby Dufrene, Director of Student Rights and Grievances Carolanne Moore, Director of Public Relations Lillie Bourgeois and Secretary Dolly McGeever. The following Senators were present: Lawrence Arceneaux, III, Yaye Ba, Les Theriot, Grant Ordoyne, Markos Picou, Trey Clark, Peyton Chiasson, Emily Sauce, Austin Wendt, Tommy Thibodeaux, Tiffany Durocher, Katelyn Cortez, Abigail Ledet, Charles Johns, Micah Hebert, Darian Graivshark, Taylor Bruce and Kaitlyn Mistretta. The following Senators were absent: Meah Johnson and Jessica Fradella. Web Tech was represented by Trey Clark. Student Supreme Court was represented by Justice Celia Ordoyne. OFFICER REPORTS PRESIDENT’S REPORT – ADAM LEFORT Remember that the Banquet is this Wednesday. Last Friday was Crawfish Day. If you have any complaints or know of anything to improve on, meet with any of the SPA staff to let them know. We had 106 motions this year which was better than last year. So it’s been a great year. I’m very proud of you, especially this semester. COMMENT: Senator Austin W. thanked President Adam L. for his service to the SGA. DIRECTOR OF STUDENT RIGHTS & GRIEVANCES’ REPORT – CAROLANNE MOORE This is my last report. The last WID/WIH is due this Friday so please get those in by 12:00 p.m. Being in SGA has been great. I won’t have time to do this next year. It’s been an amazing experience serving this University. I hope to still be involved in some way next year. Good luck to everybody next year and to the next E-Board and Chair of Student Rights and Grievances. COMMENT: President Adam L. congratulated Director Carolanne M. on being awarded 2015 Ms. Nicholls. OFFICER REPORTS: TREASURER’S REPORT – BOBBY DUFRENE We collected about $3 from our copy machine to date. We collected about $30 on our CD Interest. Next semester we’ll have a pretty large roll over amount. We don’t know what it will be yet because the semester isn’t over. We are still spending funds. Your Summer Budget, if passed today, will take effect on July 1st and will go until the end of August. I have a new yearly budget if anyone would like to take a look at it. It’s for the next Treasurer next year. To turn into Student Life, I have to go over these numbers: For our fiscal year 2014 rollover which was last year’s rollover amount, we budgeted $50,000. We actually had about $80,000. For Summer, we budgeted about $10,000 in revenue. We actually made about $12,000. For Fall, we budgeted about $75,000. We actually made about $86,000. For Spring, we budgeted about $70,000 and actually made $76,000. All these numbers are up due to a little jump in enrollment and our percentage of tuition fees. That actual amount was $254,985 so we did have a large budget to go off of this year. On the expense side, we definitely budgeted more than we spent: We spent about $14,000 in the Summer. In the Fall, we spent about $57,000. For Spring, we don’t know what we actually spent yet. For the past year and a half, it’s been a real pleasure. DIRECTOR OF PUBLIC RELATIONS’ REPORT – LILLIE BOURGEOIS The only thing I have to report is about the Banquet on Wednesday. Ms. Dolly, myself and the Meet the SGA committee have been working really hard on it. Please come to the Banquet, even if you arrive late and try to pay ahead of time so there’s less work at the door. Thank you for making my job easy this past year. I’ve really enjoyed it and to my successor, I wish you the best of luck. I can’t wait to see what the future of SGA holds for us. VICE PRESIDENT'S REPORT – MARY SAUCE Last week I attended the Tech Fee Committee and this week we also have the University Budget Committee meeting so if you have any questions that I should ask, please let me know. I know we’re technically finishing off the term today but if you have anything relevant to post, please do so. We had a Homecoming Display Committee meeting. If you want to get involved in that, please talk to Ms. Dolly. I’m really excited about the work you put in as a big push at the end of the year. We really needed it. At the beginning of the semester, we had less than half the positions filled. I didn’t expect us to do this kind of involvement again. We not only filled positions, but you did your jobs well. Thank you for doing an amazing job. I’d also like to thank Senator Abigail L. for volunteering to be on the Student Homecoming Committee. She will be the SGA/SPA representative. Bourg Memorial Proclamation Whereas, Dr. Bonnie Bourg was a great and gracious supporter of Nicholls State University, and Whereas, Dr. Bonnie Bourg was a role model of a good citizen and part of the Nicholls family for all students to follow, and Whereas, Dr. Bonnie Bourg believed that student involvement outside of the classroom was just as important as inside, and NEW BUSINESS CONTINUED: Whereas, Dr. Bonnie Bourg was a charter faculty member of Nicholls in 1948 as an instructor of Health and Physical Education, Dean of Women, Dean of Freshmen Division and Vice President of Student Affairs, and Whereas, Dr. Bonnie Bourg also wrote the Alma Mater, founded the Nicholls Worth, chartered the first national Greek organization on campus, and helped charter the Student Government Association and the La Pirogue Yearbook, and Whereas, Dr. Bonnie Bourg unfortunately passed away on April 17, 2015 at age 88, and Whereas, that on this 27th day of April 2015 the Senate has heard with profound sorrow and deep regret to announce the death of a former leader and inspiration for the Nicholls Family, and Therefore be it proclaimed, that we the Student Government Association, on behalf of the students of Nicholls State University, that when the senate adjourns today, it stands to honor and respect the memory of Dr. Bonnie Bourg. __________________________ Adam Lefort Student Government Association Nicholls State University 1. 2. The position fits with his major. I don’t believe anyone else is more qualified to be our next Public Relations Officer. The Judiciary Committee agreed and found it favorable. It’s up to you if you think he, as well as, Les Theriot and Peyton Chiasson, is the most qualified students who can handle those positions. I’d like you to take that into consideration, along with his interview. Diversity is a good but I think Quality trumps it. COMMENT: Senator Les T. said he likes diversity also but he’d rather not be discriminated against just to have diversity. COMMENT: Senator Austin W. said he would like to point out that one of his positions was Chair of Judiciary Committee and that’s what you should base your opinion on how he ran the Judiciary Committee. It should be based on what he’s done on the Senate this past year and in the past. COMMENT: Senator Trey C. said he thinks regardless of past experience on the Senate, as far as the position of Public Relations, I think he would be the most qualified candidate. It’s his major. Regardless of the past, we need to look to the future. COMMENT: Senator Lawrence A. asked Director Lillie B. how many people applied for the position. She said about six for each position other than Senator Les T. who was the only one that applied for Treasurer. COMMENT: Senator Austin W. asked President-Elect Lillie B. asked that since there were such a wide variety of people for Public Relations, why did you decide not to interview for that. She said she reviewed the letters and their cocurriculars and based it on past experiences. Every person was well qualified and I know that every submission for the position would have been a great E-Board member but I felt that I picked the most qualified person for the job. Taylor Bruce Discussion: Senator Trey C. said in his interview we found he has past experience and also his attitude about moving forward makes him the absolutely best candidate for the position. COMMENT: Senator Austin W. said he has done a phenomenal job as Chair of Campus Improvements. I think he will do a good job as Director of Student Rights and Grievances. I have full confidence that next year will be a good year with him in that position. Those go hand in hand with pens but we don’t fill Scantrons in with ink, we fill them with graphite No. 2 pencils. Whenever students come to the SGA office, we usually don’t have Nicholls pencils. Some of them are from other businesses and at times we don’t have any. It would be good to have pencils of our own to give out at Scantron Giveaways. S1415-105 I move that the Nicholls State University SGA pay for a $350 half-page spread in the local periodical, The Daily Comet to voice our disdain for the ongoing state-level budget cuts that unfairly target higher education for personal political gain, especially as part of our present Governor, Piyush “Bobby” Jindal, who is widely credited with the creation and implementation of these draconian cuts to this and other Louisiana State institutions of higher learning. By publicly stating our non-support for the Governor’s policies, we not only show solidarity with the affected student body and faculty but leave a public record of our opposition to this crippling budget-policy so that future students know that they had agents fighting for their interests. 1. 2. Micah Hebert Tommy Thibodeaux Vice President Mary S. said because the article wasn’t distributed ahead of time, some of you may not have gotten a copy of what the article will say so I’ll read it to you because it’s important to know what it states before you approve it. “Shame on Governor “Bobby” Piyush Jindal and his unfair budget cuts. We, the Student Government Association of Nicholls State University do hereby issue the following statement on behalf of the current and future student body so that the public might know that our students and faculty stand united without opposition to what amounts to undeserved punishment on account of politicians’ inability to balance the budget effectively, especially following a year of record high oil prices and the corresponding tax revenue they represented for Louisiana. Nicholls’ SGA is in strong opposition to the recently proposed and ongoing budget cuts to higher education institutions in the State of Louisiana. We do not agree with Governor “Bobby” Piyush Jindal’s unfair and draconian budget cuts that hurt Louisiana’s future by gutting the funding for our education in the Louisiana System they implemented. The proposed budget cuts will have a trickle effect that will not only deprive our current students to a welldeserved education but also future students who would aspire to come. But it will find it either unavailable or inadequate due to the lack of funding. It is not an issue of higher, middle or lower classes but instead a human one. Whether or not our State’s great values influences them to achieve their potential and give back in the greatest way to society or whether we choose to ignore the future. The Governor should remember that all our students are potential voters and his legacy should go beyond that of his political rising but instead will persist long after he has left office. We do not appreciate the fact that he is marginalizing our budget for a stake in a personal or political gain and hope this message can appeal to the reasonable and sympathy of all those present and future students. NEW BUSINESS CONTINUED: COMMENT: Senator Austin W. said that we have to remember the Finance Committee did not vote on this motion. The only thing I would say about this motion is that its intention is good but I think the wording is a little too strong. We have to remember that we are speaking on behalf of all students and not all students will agree with the wording in this motion. We also have to remember that the Governor does have control over the Legislature over Nicholls funding. I think the wording of the motion may be a little too strong for politicians. COMMENT: Senator Micah H. said I believe it’s a concern for all of you. I think it would be a mistake to have it rewritten. It’s think it’s extremely important to have strong wording in pushing this forward. As I said I think that having a public advocate for posterity and also for the next semester when we’re dealing with these budget cuts (tape unclear). Also, I think it’s important that our Legislators and the State Governor are elected officials and are paid to serve the public. I think it’s necessary and important to get our voice out. Also, future students, kids now that are in Kindergarten who won’t have opportunities is basically an ineffective government. This is the seventh year in this process. As the Student Government Association, I think we’re the backbone and the person who defends what should be the students’ interest which is basically saying shame on you. Shame is a pretty strong word. Vice President Mary S. diverts the discussion back to the motion at hand and not necessarily the conflict of interest. COMMENT: Senator Lawrence A. said I believe the motion is very well written and it’s about an issue near and dear to us, the students. I’m not saying that I personally support for or against Governor Bobby Jindal but I think my main issue with this is that it’s very much against the Governor and is a very political article that if approved would be published. I’m not sure if SGA should publish something that’s political on our behalf. COMMENT: Senator Les T. said as Senator Lawrence A. said, it’s political. As SGA, we’re a government and we kind of should be political but I don’t think we should represent and put words in students’ mouths. We have different views on this idea. I don’t think SGA should be spending money, even if it’s at a discount, to do that. I think we’re doing to get backlash from the community and from students. I’m uncomfortable spending money on something that we’re deciding for the students. I have three hundred students under me and I don’t want to make this decision. COMMENT: Senator Austin W. said since the Finance Committee did not approve this motion today and are just getting this motion, S1415-105b I move to table this motion until the Summer Session. 1. 2. Vice President Mary S. said another item that was passed was the approval of the budget. They gave us an overview about what projects are still in the works. Everything has been ordered.
