Comments for DFS:
•
The definition for grant disbursement agreements needs to include local governments.
•
With all disbursement agreements being added into FACTS, DFS should establish an audit process to
review deliverables and financial consequences prior to the, or at the beginning of the agreement. This
would assist in avoiding payment delays.
Comments of DOH Internal Impact:
•
There is no listing for Agency Grant Number field identified in DFS's functional requirements document.
It is suggested that the Cost Accumulator field be used uniformly (DOH lOP) to record the DOH grant
number and OCA. This would allow for quick identification and linkage between the Grant Agreements
and Contracts.
