Update: Management Services
Human Resources Management – Sharon Larson
 Sharon briefed on the upcoming Performance Management Methodology Trainer the Trainer
sessions that will be held April 9,11,16,19 and 23, 2013.
 She also advised that DMS Secretary Nichols sent letters to the agency heads on March 18
regarding the roll out of the People First technological tool and the SMART methodology. The
letter contained a suggested communication from the agency heads to managers, along with a
background document and an explanation of process steps that will need to occur. Going
forward, agency heads will receive a monthly dashboard update at the agency heads meeting. A
Performance Matters webpage has been created on the main DMS website to serve as a
resource to the agencies for key documents, other resources and on-going communications
related to the Performance and Talent Management Initiative. Additionally, a monthly
Performance Matters communication containing initiative updates and other relevant
information will also be provided assist agencies with the transition.
People First – David Disalvo
 To be provided
State Group Insurance – Barbara Crosier
 Discussed the issues surrounding the new health care requirements for employees who
consistently work 30 hours or more per week.
 DMS’ unofficial count says this will affect about 4,500 employees.
 Waiting on decisions to be made during session about funding.
 Also wait and see on how penalties will be handled for non-compliant agencies or schools, etc…
DMS Legislative Update – Marlene Williams
 Not present – will include bills in minutes
Update: Financial Services – Rick Sweet
 Rick reviewed handout (attached)
o Started with a review of the bills that the Division of Accounting & Auditing is tracking
o During discussion of side one, mentioned that only about $100,000 left in CEFP fund.
Will be sending out survey to see if this should be bumped up for next fiscal year.

Advised that still has to be approved but all information will be available to the group and

Open Floor
 Discussed Grants
o Super circular – Indirect & Cost Principals
o June deadline was extended
o Grant Consortium on radar. Will see when they meet again and try to meet a couple of
times before then and move concerns up.
Comment was made that consolidating circulars down can be interpreted in many different
ways depending on the many different activities. Need to be very careful.
 Document retention was discussed specifically document retention in MFMP.
o Question to the group, what is your official record since we are being pushed to put
everything in MFMP?
o Suggested that this be asked of the new State Tech Agency and what the state standard
should be.
