The Fee Register is the official list of all university fees as
approved by the Board of Trustees and collected by the
Bursar’s Office. It does not include the charges for
services or products for those auxiliary enterprises which
determine charges on the basis of fluctuating costs and
which are not of a general student nature: i.e., the
University Airport, Golf Course, Ice Arena, Bookstore,
Student Center, and Athletic events.
Rates are subject to change at any time by the Board of

UNIVERSITY POLICY REGARDING STUDENT HOUSING
As a residential campus, the residential experience is viewed as part of the total university education. Kent State requires all single students
enrolled for 9 or more academic credits to reside in the university’s residence halls and participate in the food plan. This requirement is applicable
until: (1) the student attains junior academic standing (60 semester or 90 quarter credit hours) at the start of fall semester; (2) the student is 21
years of age at the start of fall semester; (3) the student has lived in residence halls two or more years; (4) the student commutes from the primary
residence of the parent or legal guardian residing within 50 miles of the Kent campus. A registration hold is placed on the record of a student in
violation of this policy.

Early Arrival- Daily charge for arrival prior to official hall opening.
New applicants for residence hall space are required to submit a nonrefundable $25 application fee when returning the signed Residence Hall
Contract. Any new residence hall student wishing to live in the residence halls is required to pay a $200 pre-paid housing fee by June 1, 2012. If
students apply on or after June 1, 2012, they must pay the $25 application fee and the $200 pre-paid housing at the same time. Returning
residence hall students are required to pay the $200 prepaid housing fee at the time of contract renewal or their assignment will be cancelled and
they will need to re-apply for housing.
Non-payment of the pre-paid housing fee does not mean the student’s assignment is
automatically cancelled.

__________________CONTRACT CANCELLATION, CONTRACT RELEASE, AND REFUND POLICY________________
CANCELLATION OF CONTRACT - RESIDENCE HALLS
Request for cancellation of the contract before moving into a residence hall (checking out residence hall room keys) and prior to the applicable
opening day of the residence halls, will be accepted with one of the following guidelines:
1.
A written request for cancellation received on or before June 1, 2012, for the fall semester or January 1, 2013 for the spring semester
(new spring semester applicants only) will result in a refund of the $200 pre-paid housing fee.
2.
A written request for cancellation received after June 1, 2012 for the fall semester or January 1, 2013 for the spring semester (new
spring semester applicants only) will result in the forfeiture of the $200 pre-paid housing fee.
A request for cancellation of the Residence Hall Contract, including Food Plan (if contracted), must be done either by phone, by email, online at
www.res.kent.edu, or in writing, addressed to and received by: Department of Residence Services, Kent State University, P.O. Box 5190, Kent,
Ohio 44242-0001. Students notifying the department of Residence Services that they will not be coming to Kent State University will result in
the termination of the submitted residence hall application. Further, the Department of Residence Services will inform the Registrar’s Office of
the student’s intentions, and all scheduled classes will be cancelled. Students exiting the university between semesters must officially check out
with residence hall staff and return keys/card keys to avoid charges.
If a student is not returning to the university for the spring semester, the student will be released from the contract. However, the student must
inform the Department of Residence Services, by phone, e-mail, online, or written letter by 5 p. m. of the second Friday of November (academic
dismissal exempt).
Request for cancellation of this contract after moving into a residence hall or after the applicable opening day of the residence halls will require a
Petition for Contract Release, and the student must show just cause for termination (major unforeseen circumstances).
In order that all petitions may be reviewed and appeals, if needed, conducted prior to the start of spring semester, the deadline to petition for a
contract release is 5 p. m. on the second Friday in November. Petitions received after this deadline may not be reviewed until after the start of the
spring semester. Please note that the entire petitioning process may take between four to six weeks to complete. A petition for contract release
form, as well as the procedural instructions, may be secured from the student’s Residence Hall Director. This contract cannot be terminated solely
for the purpose of living off-campus or in order to commute from home.
A forfeiture charge of 12.5 percent per week of the contracted room cost will apply to students leaving the university and/or receiving a written
release from their residence hall contract. Students will be charged a forfeiture rate for each week of occupancy. There are no room refunds after
the seventh week of the semester.
IMPORTANT: A student submitting a written request for cancellation of the residence hall contract, who remains obligated under the University
Housing Policy, must also follow the established procedure for requesting an exemption to the University Policy Regarding Student Housing.
Please note that the terms of the signed Residence Hall Contract supersede the terms of the University Policy Regarding Student Housing.

New applicants to Allerton are required to submit a nonrefundable $25 application fee when returning the signed Residence Hall Contract.
Allerton apartments are offered on a first-come, first-served basis. Applicants are placed on a waiting list based on the date the completed
application is received in the Allerton Office. An applicant must be an enrolled student at Kent State University throughout their stay (summer
sessions excluded).
Apartments are available to legally married couples (marriage certificate required) or to an individual parent who has at least one dependent child
living with said parent. Apartments are also available to single students who have (60) sixty credit hours or more and/or are (21) twenty-one years
of age or older.
CANCELLATION OF CONTRACT – ALLERTON STUDENT FAMILY HOUSING
A request for cancellation of the contract after moving into Allerton must be submitted to the Allerton office not less than forty-five (45) days
prior to the move out date. Moving or walking away from the apartment at any other time will not terminate the lease. The lessee may be required
to pay rent through the lease expiration date. After proper notification, the lessee will be charged the daily rate equal to the current rental rate,
plus damages, if any, until such time as the apartment is vacated.

UNIVERSITY FEE RETENTION POLICY
A student, who withdraws from all courses or drops one or more course, not later than the first week of classes for the semester, may obtain a full
refund of fees paid or an adjustment of fees billed. A student is not considered withdrawn until the withdrawal transaction is completed as
described in the Schedule of Classes. The portion of fees retained by the university is determined by the date on which the transaction is
processed on the Banner System. A student who has not paid registration or housing fees and fails to withdraw from the university and/or
residence hall will continue to be liable for the fees assessed.
The following university fee retention schedule applies to both course withdrawals and total withdrawals from the university. The percentages
apply to the fees assessed for the courses from which a student withdraws. Days of classes are counted Monday through Sunday, including
official university holidays. Below are the withdrawal periods for the fall and spring semesters with their respective percentages of course fee
assessments to be retained by the university. The number of days per refund percentage will vary for the summer term. Exact refund
dates can be obtained by contacting the Bursar’s Office.

The university fee retention policy includes provisions to conform with Department of Education guidelines cited in CFR part 668 Sections 21
and 22 concerning the treatment of Title IV funds when a student withdraws from all classes during a semester.
All balances due to the university as a result of other obligations will be deducted from the amount (if any) to be refunded for course withdrawals.
The Bursars Office prepares all checks for credit balances. Fee refunds (if any) may not occur until thirty days after the dropping of courses or
until 30 days after the beginning of the semester (whichever is later). Students who withdraw from laboratory classes must return laboratory
equipment before fees will be refunded.
If fees are paid under mistake of law or fact, they are returnable in full. Any appeals to the fee retention policy should be referred to the Bursars
Office.

Payment Procedure
A payment equivalent to at least 34% of the fees due plus the service charge must be received by the first installment payment date. A
payment equivalent to at least 67% of the fees due plus the service charge is required for payments received after the first installment
payment date but prior to the second installment payment date. EBills will be sent approximately two to three weeks prior to the second
and third installment payment dates for those students using the Installment Payment Plan. The billing remittance advice should
accompany installment payments whenever possible.
Service Charge
Students pay a service charge of $35.00 per semester for electing to pay fees under the Installment Payment Plan.
Late Charge
A late charge of $30.00 will be assessed for payments received after the established payment dates.
2.
Ten Payment Plan - 10 Payments Per Academic Year
This plan is available to all students who project a minimum obligation after financial aid of $1,500.00. Kent State University, in
conjunction with Tuition Management Systems, Inc. offers a 10-Payment Plan. There is a nonrefundable enrollment fee. Payment option
begins in June and ends in March. Details of program administration and enrollment can be obtained by contacting Tuition Management
Systems at 1-800-722-4867.

Kent First Tuition Payment Plan for Undergraduate Education
This plan is available to incoming freshmen for fall semester. It is based on an initial down payment due in July and 42 monthly
payments drawn by ACH from participants' bank accounts. Based on full-time attempted hours in fall and spring semester, the plan
continues until obtaining an undergraduate degree, 144 attempted credit hours, or 5 years have elapsed since the start of the plan. Details of
program can be obtained by contacting the Bursars Office.
4.
Kent First Tuition Payment Plan for Second Year Undergraduate Education
This plan is available for undergraduate students with 22 to 64 credit hours, with plan enrollment in fall semester. It is based on an initial
down payment due in July and 30 monthly payments drawn by ACH from participants' bank accounts. Based on full-time attempted hours
in fall and spring semester, the plan continues until obtaining an undergraduate degree, 144 attempted credit hours, or 4 years have elapsed
since the start of the plan. Attempted credit hours prior to enrollment are counted in the total 144 credit hours. Details of the program can
be obtained by contacting the Bursar's Office.
5.
Kent Plus Payment Plan Room and Board
The Kent Plus Payment Program is a plan for three years of Residence Hall accommodations (fall and spring semesters only) in a 2-person
double room and with the basic food plan. It is based on an initial down payment due in July and 24 monthly payments drawn by ACH
from participants’ bank accounts. Details of the program can be obtained by contacting the Bursar's Office.
