NEIGHBORHOOD IMPROVEMENT PLAN FINCHLEY-PURSER/ SHAMROCK HILLS Turnbull Metzler design 2009 2 Dear Residents: In November of 2006, voters approved a $26 million Neighborhood Improvement Bond package. These bonds will be used for the City’s Neighborhood Improvement Program (NIP). The NIP is designed to revitalize, stabilize and maintain infrastructure in existing neighborhoods. Some of the key NIP components include the installation of new curb and gutter, sidewalks, storm drainage, street lighting, landscaping, asphalt paving, storm drainage and neighborhood participation. I want to personally thank you for your participation in the public involvement process for the Finchley-Purser/Shamrock Hills NIP. As a result of your participation, this document will be used to prioritize the infrastructure needs in your neighborhood as we work to make it a more desirable place to live work and play. Watkins Key Business Executive Neighborhood Development 2009 3 INTRODUCTION Through the 2006 Neighborhood Improvement Program (NIP) bond package, the City of Charlotte identified $1,700,000 of funding available for infrastructure investment within the FinchleyPurser/Shamrock Hills neighborhood. The City of Charlotte, its design consultant and the Finchley-Purser/Shamrock Hills residents participated in two public workshops on January 8, 2009 and May 14, 2009. Through the neighborhood planning workshop process, the FinchleyPurser/Shamrock Hills neighborhood residents identified and prioritized infrastructure improvements. By participating in this process, the residents directly influenced the decisions that would affect the appearance, value, livability and desirability of their neighborhood. The consensus achieved through this process will help the Finchley-Purser/Shamrock Hills residents and the City of Charlotte to advance necessary improvements to create an even better FinchleyPurser/Shamrock Hills neighborhood. PUBLIC INVOLVEMENT PROCESS During the neighborhood planning workshops, hosted by the City and its consultant team, on January 8, 2009 and May 14, 2009, residents of the Finchley-Purser/Shamrock Hills neighborhood were asked to identify and prioritize neighborhood infrastructure needs. The workshop process ensured that all stakeholders were given opportunities to provide input and feedback on infrastructure improvements that would benefit the neighborhood. IDENTIFYING INFRASTRUCTURE NEEDS During the first planning workshop, the project consultants provided information to the residents regarding some of the observed characteristics of the neighborhood and a listing of the perceived infrastructure challenges the neighborhood faces. Land use analyses and transportation context maps prepared by the consultant were presented to the residents. Following the presentation, residents broke into small groups to focus on identifying infrastructure projects that would help to create a better neighborhood. After the breakout session, each group spokesperson identified their group’s infrastructure list for the entire group of stakeholders. In preparation for the second planning workshop, the consultant team prepared improvement scenarios with cost estimates for each to address the comments identified in the first meeting. At the second planning workshop, the FinchleyPurser/Shamrock Hills residents worked to prioritize the identified scenarios while staying within the identified construction budget of $900,000. Through this exercise the Finchley-Purser/Shamrock Hills residents identified the following scenarios for implementation: Scenario 1……………………$899,500 Scenario 2……………………$896,500 Scenario 3……………………$888,700 4 LOCATION Finchley-Purser/Shamrock Hills is an established neighborhood in east central Charlotte within the urban wedge defined by North Tryon Street and Albemarle Road. The Neighborhood Improvement Project (NIP) covers approximately 270 acres in an area bounded by Eastway Drive on the west, Shamrock Drive on the south, Tipperary Place on the east and the Aberdeen and Carolina Western Railroad line to the north. The neighborhood is comprised primarily of 1940-1950’s single-family, residential areas with smaller portions of multi-family and commercial and retail areas along its southern edges. The neighborhood’s predominant feature is Briar Creek that separates the study area into east-west halves. Finchley-Purser/Shamrock Hills N e i g h b o r h o o d Ar e a M a p 2009 5 NEIGHBORHOOD PROFILE Data on the Finchley-Purser/Shamrock Hills neighborhood statistical area was obtained from the 2006 Quality of Life Study 2009 6 PROPOSED IMPROVEMENTS The Proposed Improvement Plan shown illustrates the prioritized and selected infrastructure investments identified by the residents at the neighborhood planning workshops. The following are descriptions of the neighborhood improvements. STORM DRAINAGE The following streets were identified to receive storm drainage improvements as a result of the NIP process: Miramar Drive, Chipola Drive, Jennie Linn Drive and Finchley Drive. 2009 TRAFFIC CALMING The City of Charlotte has identified Finchley Drive to receive new speed humps and will work with neighborhood residents to complete the process for their installation. 7 PROPOSED IMPROVEMENTS CURB & GUTTER Residents identified the following streets to receive new curb and gutter improvements: Miramar Drive, Chipola Drive, Jennie Linn Drive and sections of Finchley Drive and Tipperary Place. SIDEWALKS Finchley-Purser/Shamrock Hills neighborhood residents expressed the general need for sidewalks to be added to neighborhood streets for convenience and safety. Specific streets identified for sidewalks include Miramar Drive, Glenville Avenue, Dora Drive, Purser Drive (East of Briar Creek), Delgany Drive, Stonehaven Drive, Foxford Place and Tipperary Place. 2009 8 PROPOSED IMPROVEMENTS Projects identified for implementation by the Finchley-Purser/Shamrock Hills residents through the Neighborhood Public Meetings.
