1. Introduction, Issue and Background:
Beginning in January 2007 the Plan Review Task Force (PRTF) reconvened to review issues pertaining to
the plan review services provided by Mecklenburg County Code Enforcement (MCCE). One specific
goal set by the PRTF was to investigate the feasibility and demand for Walk Thru Review via CTAC.
The PRTF supports this program in concept.
The Walk Thru Review Program is described below. The scheduled start date is January 1, 2010.
2. Plan Review Task Force Walk Thru Review via CTAC Program:
Restricted to superior performers, this tool will provide the ability to have a set of drawings reviewed,
approved and permitted on the same day.
2.1 Type of Projects:
Superior performing teams, a team where all team members must have an individual score of 85% or
better, may submit projects through the Walk Thru Review via CTAC process.
Walk Thru Review via CTAC will follow these guidelines when determining eligible projects:
A. Eligible Projects
 2500 square foot or less
 Business, Mercantile, Storage, Factory renovation or upfit
 Other projects will be allowed at the discretion of the Commercial Plans Review and
Permitting manager
B.
Projects that require the following are not eligible:
 Health Department
 City of Charlotte or Mecklenburg County Engineering
 Projects with Planning holds on the address
 Projects with Storm water holds on the address
 Hazardous projects
 Change of Use
If zoning is required from a small town (Huntersville, Davidson, Cornelius) it must be obtained prior to
submittal.

2.2 Application/Scheduling:
Walk Thru Review via CTAC permits will not require an OnSchedule application to be submitted. If the
project fits the criteria for the program, it will be accepted for review.
2.3 Time of Review:
 Sealholders must be present for the entire review
 Must bring 6 sets of drawings
 Completed permit application with address verification form
 Complete Self-Gatekeeping form
2.4 Hours of Operation:
 This program will be available Monday-Friday, 8:30 am – 10:30 am
 There will be 5 available slots each day on a first come first serve basis
2.5 Logistics:
This program will be facilitated through the CTAC area
Coordinator will:
 Verify the team qualifies as a Superior Performing team by checking the quarterly grades
posted on www.meckpermit.com
 Determine if the project falls into the defined parameters for Walk Thru Review via CTAC
 Verify completion of self-gatekeeping checklist
 Verify the permit application is complete with licensed and bonded contractors and there is an
address verification form
 Set up the project in Land Development
 Determine if there are outstanding fees. (All fees must be paid prior to acceptance)
Reviewers will:
 Complete the review
 Consult with designers as questions arise during the review
 Sign off on drawings if approved
Coordinator will:
 Issue the permit
o There will be a 24 hour waiting period for the permit if there are issues with the bond
account(insufficient funds, inactive accounts, etc)
 Process the drawings
2.6 Grading
Projects that participate in this program will not be graded as part of the AE Pass Fail rate program
2.7 The Walk Thru Review via CTAC process startup will be phased in:
 The program will be established January 1, 2010 and await the qualification of superior
performing customers.
 As superior performing customers are identified, the program will begin.
2.8 To Be Evaluated after the start of the program
 Number of projects accepted each day may be limited due to increase in volume of work.
