Dr. Haim Mazar is with the Israeli Ministry of Communications and has headed its RF
Spectrum, Licensing and Monitoring Division. He currently serves as the vice-chairman of
ITU-R Study Group 1 (Spectrum Management). He has more than 38 years of experience in
wireless communications, broadcasting, regulatory activities, and spectrum management. He
has traveled to five continents to teach and consult on RF spectrum management.
Dr. Mazar proposed the ITU-RAG 2001 to revise GE-89 (African RF allotment Plan for TV),
together with the European TV plan ST 61; the proposal was accepted. He served as vicechairman of the technical/ administrative RRC-06/GE-06 committee, and co-chaired the ITU-R
Radio Local Area Network RLAN joint group.
Dr. Mazar received his BSc in electrical engineering from the Technion, Haifa, Israel in 1971;
an MBA from Bar-Ilan University in 1988; and a PhD from Middlesex University, London,
UK in 2008, focusing on regulatory frameworks for wireless communications.
