Institutions of Higher Education (ONR)

The Office of Naval Research (ONR)
seeks proposals in support of education
programs in science, technology, engineering and mathematics (STEM). The purpose of this announcement is to receive
proposals in support of the Office of Naval
Research’s mission of scientific outreach
and education in working to develop the
next generation of scientists capable of
providing support to the continued development of critical technologies in support
of the Department of Defense. The objective of these activities will be to: 1) Establish and ensure successful, sustainable, and
affordable long-term Navy wide programs
targeted at elementary and secondary
schools and institutions of higher learning.
2) Establish and maintain a pipeline of students, particularly women and members of
minority groups, who will apply for and
participate in Navy education and outreach
programs. 3) Increase the number of
domestic students (particularly students
from under-represented groups) complet-

ing STEM degrees through enhancing
student interest and attitudes toward science, technology, engineering, and mathematics. 4) Strengthen peer, family, and
school support for such interests. 5)
Ensure long-term inclusiveness of

science and mathematics courses. 7)
Demonstrate appropriate curricular connections with the applicable state and

The Department of Homeland Security
(DHS) Science and Technology (S&T)
Directorate is soliciting applications for
international research projects aligned
with the mission and requirements of
DHS S&T. Specifically, the S&T Directorate seeks proposals that will contribute to homeland security science and
technology, including but not limited to:
Evaluation of novel tools or approaches
to confronting homeland security challenges; Basic research to provide data,
understandings, or models that support
S&T efforts or policy decisions; and
S&T and operations research evaluations

28-3 Critical Issues: Emerging and
New Plant and Animal Diseases
(USDA)
This program is designed to provide onetime seed funding to help initiate work
requiring immediate attention until other
longer-term resources can be secured to
address the issue. For this particular
solicitation NIFA is requesting proposals
that address specific aspects of the following animal pest and disease issue:
Development and Dissemination of New
Knowledge Supporting Radiological
Incident Preparedness, Response, and
Recover for US Animal Agriculture, and
Animal-Derived Food Production Infrastructures. Priority will be given to proposals that demonstrate evidence of
collaboration and communication with
working groups and approved multi-state
research committees, however all applicants qualified to conduct the research are

28-4 Digital Innovation Fellowships
(ACLS)
With support from the Andrew W. Mellon
Foundation, the American Council of
Learned Societies is inviting applications
for the sixth annual ACLS Digital Innovation Fellowships. The program supports
digitally based research projects in all disciplines of the humanities and humanities-related social sciences. ACLS Digital
Innovation Fellowships are intended to
support an academic year dedicated to
working on a major scholarly project that
takes a digital form. Projects may involve
development of new digital tools that further humanistic research (such as digital
research archives or innovative databases), research that depends on or is
greatly enhanced by the use of such tools,
the representation of such research, or
some combination of these features.

28-5 Shoe Scanner Detection
Technology (SSD) (DHS)
This BAA solicits proposals that focus
upon developing an advanced capability
that detects the following: military explosives, commercial explosives, homemade
explosives and explosive precursors. In
addition, the capability should detect
metallic weapons or parts of metallic
weapons on personnel passing through a
checkpoint all without requiring the passenger personnel to remove their footwear. The effort for the BAA is divided
into two principal areas: a) Tasks (Programmatic Events/Activities/Achievements) and b) Deliverables (Products).

The Centers for Chemical Innovation
(CCI) Program supports research centers
focused on major, long-term fundamental
chemical research challenges. CCIs that
address these challenges will produce

tion, and attract broad scientific and public interest. CCIs are agile structures that
can respond rapidly to emerging opportunities and make full use of cyberinfrastructure to enhance collaborations. CCIs
may partner with researchers from industry, government laboratories and international organizations. CCIs integrate
research, innovation, education, and public outreach and include a plan to broaden
participation of underrepresented groups.
The CCI program is a two-phase program. Phase I CCIs receive significant
resources to develop the science and integrative elements of a CCI before requesting Phase II funding. Only one proposal

28-7 Market-Based Approaches to
Reducing Greenhouse Gas Emissions
through Energy Efficiency in Homes
and Buildings (EPA)
The Climate Protection Partnerships Division seeks proposals from eligible entities
to advance national, regional, state, and
local energy efficiency programming by
utilizing market-based approaches to program design and delivery by fostering
information exchange on policies that are
supportive of these approaches. Proposals
must demonstrate the potential to create a
sustainable change in the market for
energy efficient products, services, and
best practices. Additionally, proposals
submitted for consideration must address
the following components: 1) identify
unique constituencies and approaches or
channels for working with stakeholders;
2) demonstrate an understanding of the
technologies and market structure for
delivery of the technologies, or best practices, to end users; 3) identify market barriers to greater adoption of energy
efficient technologies, or best practices;
and 4) delineate strategies for overcoming
barriers identified. The applicant must
also emphasize how the project will promote addressing environmental justice

This funding opportunity announcement
(FOA) invites applications proposing
highly innovative research that will investigate the epigenetic basis of human diseases. These studies will discover and
define epigenetic marks or features and
their possible interactions in cells and tissues that are representative of various
human disease states, conditions, or precesses. Studies may also investigate the
mechanism by which epigenetic changes
occur in diseased or otherwise compromised states, and how these changes

28-10 Partnerships for Next
Generation Biodefense Diagnostics
(R01) (NIH) (HHS)
The National Institute of Allergy and
Infectious Diseases (NIAID), National
Institutes of Health (NIH) supports extramural research focused on understanding, controlling and preventing diseases
caused by virtually all infectious agents.
In response to threats presented by bioterrorism and emerging infectious diseases,
the NIAID Division of Microbiology and
Infectious Diseases (DMID) has established research programs to facilitate
development of countermeasures for certain pathogens and toxins. Through this

research focused on early stage product
development projects to establish proofof-concept for novel or emerging, rapid
and innovative clinical diagnostic technologies, that do not involve nucleic acid
amplification methods to detect NIAID

28-11 Investigators in the Pathogenesis
of Infectious Disease (BWF)
This program provides opportunities for
assistant professors to bring multidisciplinary approaches to the study of human
infectious diseases. The goal of the program is to provide opportunities for
accomplished investigators still early in
their careers to study the pathogenesis of
infectious disease at its most fundamental
level - the points where human and microbial systems connect. The program supports research that sheds light on the
fundamentals that affect the outcomes of
this encounter: how colonization, infec-
tion, commensalism, and other relationships play out at levels ranging from
molecular interactions to systemic ones.
BWF is particularly interested in work
focused on the host, as well as host-pathogen studies originating in viral, bacterial,
fungal, or parasite systems. A U.S. or
Canadian institution - including its medical school graduate schools, and all affiliated hospitals and research institutes may nominate up to two candidates.

28-12 Social Change Research (SIF)
The Sociological Initiatives Foundation,
which was established to support research
that furthers social change, including language learning and behavior and its intersection with social and policy questions,
is accepting concept applications for its
annual grant program. The foundation
specifically supports research that focuses
on social policy objectives, institutional
and educational practices, legislative and
regulatory changes, linguistic issues (e.g.,
literacy, language loss and maintenance,
language policy, language and national
security, bilingualism, language and gender, language and law, language disabilities, language and health, language and
education, different language cultures),
and development of community capacity
and organization of previously unorganized groups. Funded research should
ideally build an organization or constituency’s potential to expand public knowledge, impact policy, and create social
