Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim

learning settings. Through collaborations
with other graduate fellows and faculty
from STEM disciplines, teachers and students in K-12 environments, and community partners, graduate students can
gain a deeper understanding of their own
research and place it within a societal

14-3 Entrepreneur Postdoctoral
Fellowships (Kauffman)
The Kauffman Foundation has
announced a new postdoctoral fellowship
program designed to advance innovation
and entrepreneurship among scientists.
The fellowship will engage 12 postdoctoral researchers in a yearlong program
of training and mentorship. The goal of
the program is partly to teach the fellows
the intricacies of commercializing a scientific breakthrough and partly to spark
their entrepreneurial fire.

Investigator Research Program (DOD)
The AFOSR’s Young Investigator
Research Program (YIP) is to support scientists and engineers who have received
Ph.D. or equivalent degrees in the last five
years (on or after 1 May 2004) and who
show exceptional ability and promise for
conducting basic research. The objective
of this program is to foster creative basic
research in science and engineering,
enhance early career development of outstanding young investigators, and increase
opportunities for the young investigators
to recognize Air Force mission and the
related challenges in science and engineering. Proposals addressing the research
areas of interest for the Air Force Research

14-2 NSF Graduate Stem Fellows In
K-12 Education (GK-12) (NSF)
This program provides funding for graduate students in NSF-supported science,
technology, engineering, and mathematics
14-4 Global Change Ultraviolet
Radiation Monitoring Program
(USDA)
The purpose of the GCUVM Program is
to support research which: 1) Generates
an uninterrupted stream of climatology
data; 2) Determines mechanisms and
symptoms of plant and animal response;
and 3) Develops tightly integrated models to assess regional and national
impacts of multiple plant stressors. Climatology data provide a much needed
history of dosage, along with seasonal
and geographic variability. The GCUVM
also seeks to understand how ultraviolet
radiation alters plant and animal physiology, development, and ecosystems.
Finally, based on crop growth models
(adapted fur UV-B inputs), data on
Earth’s climate, radiation data, and satellite data, will enhance understanding of
regional climate-crop interactions. This
climate-crop assessment framework is
used to predict crop responses to environmental stressors, and ultimately provide valuable information for producers
and policy makers as they deal with a
changing climate. This program
announcement will compete and fund
these three program areas separately.

14-5 Interregional Research Project
#4 Minor Crop Pest Management
Program (USDA)
The primary goal of the Ir-4 program is to
provide safe, effective and economical
pest management solutions for growers of
minor/specialty crops. IR-4 facilitates
crop protection by providing expert assistance with product development and registration. Successful applicants will
demonstrate the capacity and commitment required to accelerate the registration of newer, reduced risk pest
management tools; expedite access to
these pest management tools for minor/
specialty crop growers, and conduct efficacy research to identify new and more
effective minor/specialty crop pest management solutions. The FY 2009 IR-4
Program will fund four geographicallybased IR-4 Regional Centers and an IR-4

14-6 National Needs Graduate
Fellowships Program (USDA)
The fellowships supported through the
Food and Agricultural Sciences National
Needs Graduate and Postgraduate Fellowship Grants Program (NNF) are intended
to encourage outstanding students to pursue and complete graduate degrees in critical areas of national need, through
graduate programs at eligible institutions.
For the FY 2009 award cycle CSREES
intends to support graduate Fellowship
training grants for both Master’s and doctoral levels of study. Also, Special International Study or Thesis/Dissertation
Research Travel Allowances (IRTA)
awards will provide support for eligible
USDA Fellows to conduct thesis/dissertation research or to undertake studies at
sites outside of the United States. Postdoctoral Fellowships will not be awarded,

14-8 Teacher Quality Partnership
Grants Program- Recovery Act
(ARRA) (ED)
These supplemental funds, appropriated
under the American Recovery and Reinvestment Act of 2009 (ARRA), are
intended to help stimulate the American
economy. The Teacher Quality Partnership program seeks to improve the quality
of new teachers working in high-need
local educational agencies (LEAs) and
high-need schools by creating successful
and high-quality model Pre-Baccalaureate
Teacher Preparation programs and/or
Teaching Residency programs for those
qualified to begin teaching. Projects may
also include a school leadership component to train superintendents, principals,
early childhood educator program directors and other school leaders in high-need
or rural LEAs. The full program

14-9 American Recovery and
Reinvestment Act Research ProgramPresolicitation Notice (AFOSR)
This American Recovery and Reinvestment Act Research Program will create
new research jobs and new technologies
that will provide further economic stimulus. This ARRA Research Program will
investigate the underpinning science necessary to develop nanoscale additives for
novel fuels. The ability to dissolve or suspend additives or catalysts in fuels has
created the opportunity to develop new
sets of desirable properties for fuels for
aircraft, rockets, and satellites. An understanding of how these new catalytic processes occur and how multifunctional
catalysts can be developed will be investigated. A multidisciplinary effort is
required to address this developing opportunity including fundamental research in
chemistry, physics, surface and materials
science, and computational simulation

(FOA) DE-FOA-0000050 is to award
cooperative agreements for up to 8 years
in duration which will, in effect, pre-qualify selected US Colleges/Universities to
be eligible schools for students to select
who are awarded (through a separate
mechanism from this FOA) one-year
scholarships and three-year fellowships
by NE. Fellowship and scholarship funding will be distributed through the cooperative agreements to the schools the
selected students will be attending

Sensors and Controls for Power and
Fuel Systems (DOE)
The United States Department of Energy
(DOE) National Energy Technology Laboratory (NETL) is seeking innovative
research and development of sensor and
control systems to support the full-scale
implementation and operation of highly
efficient, near zero emission power generation technologies. These technologies
include advanced combustion, gasification, turbines, fuel cells, gas cleaning and
separation technologies, and carbon capture. Technology development is also in
place for the concurrent production of
synthetic fuels from coal and other

Program (NIST)
The U.S. Department of Commerce,
National Institute of Standards and Technology, announces the availability of from
one to five cooperative agreements for a
fellowship program(s) to bring scientists
and engineers at all stages of their careers
to participate in research training or collaboration at NIST programs in Gaithersburg, Maryland, Boulder, Colorado and
Charleston, SC. The recipient(s) will
work jointly with NIST to identify candidates for fellowships. NIST will collaborate with the recipient(s) to select Fellows
for particular research opportunities based
on criteria developed in cooperation with
the recipient(s). The recipient(s) will provide all stipends, benefits, administrative
support, and other expenses associated
with the fellowships using the funds from

14-13 Atmospheric Composition:
Modeling and Analysis (NASA)
The Atmospheric Composition Modeling
and Analysis program (ACMAP) at
NASA is oriented toward understanding
the chemical, radiative, and dynamical
processes controlling atmospheric composition of the troposphere and stratosphere. It achieves this through the
analysis of atmospheric composition
observations and their use to rigorously
test the theoretical understanding of the
atmosphere that is expressed in atmospheric models. ACMAP is also interested in prognostic studies utilizing tested
models, such as those that are often
requested for international assessment
activities. Preference is given toward
analysis of NASA observation utilizing
NASA-supported modeling tools.

Local Youth Mentoring Initiative
(DOJ)
The U.S. Department of Justice, Office of
Juvenile Justice and Delinquency Prevention, is pleased to announce that it is seeking applications under the Recovery ActYouth Mentoring Program with funding
provided by the American Recovery and
Reinvestment Act of 2009. Under this
solicitation, the Office of Juvenile Justice
and Delinquency Prevention will be making awards to support local organizations
that develop, implement, or expand local
mentoring programs leading to measurable, positive outcomes for at-risk youth.
This program furthers the Department’s
mission by enhancing the capacity of
local mentoring programs to develop and
implement mentoring strategies to reduce
