holds a
Bachelor of Science in Psychology and a Bachelor of Arts in
Criminal Justice from the University of Maryland, College Park.
Samantha also holds a Masters in Business Administration
from the University of Maryland, University College. She oversees all non-degree program operations and is responsible for
domestic and international business development. Sam’s international focus is China and Africa. Before coming to the
University, Samantha worked for 2 years as a Coordinator
with the Corporate Executive Board of Washington, DC.
Helena Light Hadley leads the company's people strategy and total rewards program designed to support organizational and cultural change at ARC. Helena came to ARC in
May 2013 from Rolls-Royce, where she led talent management and organizational development for the Global Defense
Sector and North American Region.
She began her career at Marriott International, as the director of training and development, rising to vice president of
staffing and development. After Marriott, Helena held diverse executive positions focused on human resources at a
number of tier-one companies, including Invensys, Constellation Energy, Honeywell and Financial Industry Regulatory Agency (FINRA).
Helena holds a bachelor's degree in speech communication from The Catholic University
of America and a master's degree in communication from The University of Maryland, as
well as post-graduate studies in industrial-organizational psychology.

Elise Freedman is a Director specializing in Talent Management in the Washington DC office of Willis Towers Watson as well as the Mid-Atlantic Line of Business Leader for
RTC. For over twenty four years, Elise has worked with clients to align their talent management processes with their
business strategy to drive engagement and business results.
Her recent talent management and change management
projects have included:
Developing the talent management strategy for a large
healthcare organization, a global manufacturing company
and a large insurance company. Designing the performance
management, succession planning and career development
processes and supporting the implementation of an integrated talent management platform for a Fortune 1000 retail organization, a global consumer products manufacturer
and a large insurance company. Developing the career framework, career development
program, competency structure and models and development programs for an international finance institution. Leading a multi-million dollar initiative to support the talent
related transformation activities for large Utility Company including developing the
selection process and tools for officers and all non-union employees, developing job
descriptions and market pricing for new roles and supporting all the change and communication activities. Among others.

Elise Freedman is the Rewards, Talent and Communication & Change Management Line
of Business Leader, and the Director of Talent Management & Organizational Alignment
in the Washington DC office of Willis Towers Watson.
Education and Credentials
Elise is certified and/or has utilized a number of assessments including Saville, Facet5,
various 360 Degree Assessment tools, DISC, MBTI and Hogan. She frequently speaks
and writes on a number of human resources topics including talent management, performance management, talent acquisition and onboarding, succession planning, leadership development, and learning and development. She has presented at conferences for
Society of Human Resources, American Society of Training and Development, IHRIM,
Linkage, World at Work, and Bersin.
Elise holds a Master of Business Administration degree from George Mason University
with a concentration in Management and Marketing. She also holds a Bachelor of Science degree in Psychology from Tulane University.

Marsha Wiggins currently serves as the USDA Deputy
Director in the Office of Human Resources Management
(OHRM), Departmental Management. In this role she is responsible for providing oversight and direction to the OHRM
staff responsible for activities directly affecting the delivery
of Federal HR management programs, strategies and initiatives to more than 100,000 employees both national and internationally. Ms. Wiggins joined USDA in 2011 as the Chief
Human Resources Officer for the Marketing and Regulatory
Programs (MRP) Mission Area which services Animal and
Plant Health Inspection Services, (APHIS), Agricultural Marketing Services ( AMS) and Grain Inspection, Packers and
Stockyard Administration ( GIPSA).
During her tenure with MRP, Ms. Wiggins implemented Hiring Reform and established the
MRP HR Center of Excellence. She received the Secretary’s Honor Award for Excellence
for Cultural Transformation. She also served as Chair for APHIS’ Talent Management
Leadership Development Board and the Emerging Leaders Program. Prior to joining
USDA she spent 18 years with the legacy US Customs Service. During her tenure with US
Customs, she was appointed to the position of Deputy Executive Director, Container Security Initiative with responsibility for managing global teams responsible for protecting the
movement of people and good entering and leaving the United States. She held the position of Deputy Executive Director for Human Resources Management Services in the Office of the Secretary, Department of Homeland Security. She has been recognized for her
exceptional leadership, innovation and support of Cultural and Hiring Transformation in
USDA. She led an HR Integrated Project Team as part of the Secretary’s Administrative
Solutions Program. Ms. Wiggins was recently recognized for her leadership by USDA’s
Women’s Networking Program. Ms. Wiggins’ HR philosophy is to provide mission results
through service excellence and innovation. She is a native Washingtonian and a graduate
of George Washington University.

Michelle Tillis Lederman named one of Forbes Top 25
Networking Experts, is the author of The 11 Laws of Likability, Heroes Get Hired, and Nail The Interview - Land The
Job. Michelle is the founder and CEO of Executive Essentials, a training company that provides customized communications and leadership coaching and training programs. Michelle believes real relationships lead to real
results and specializes in teaching people how to communicate with confidence, clarity, and connection.
Her clients include JPMorgan, Morgan Stanley, J&J,
Deutsche Bank, GE, MetLife, Sony Music, Jazz at Lincoln
Center, and Madison Square Garden. Michelle served as an
Adjunct Professor at NYU, is on the faculty of the American
Management Association and Rutgers Executive Education and the advisory board of
Kean’s Global Business School.
